THIS IS A PRE-SOLICITATION NOTICE FOR INFORMATION ONLY: THIS IS NOT A REQUEST FOR PROPOSAL This notice is posted in accordance with FAR 5.2 and 36.213-2 Project: Design/Build, Repair of ASLAC Building 450 (Joint Base Charleston - Weapons Station, Goose Creek, SC 29445. Solicitation Number: FA4418-16-R-0022 The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for the Design/Build, Repair of ASLAC Building 450 at Joint Base Charleston - Weapons Station, Goose Creek, SC, 29445. The contract type will be Firm-Fixed Price. This solicitation will be a 100% Small Business set-aside. The dollar magnitude for this contract is between $1,000,000 and $5,000,000. The anticipated performance time is 450 calendar days for design and construction, (combined). The NAICS Code assigned to this acquisition is 236220 (Commercial and Institutional Building Construction), with a Size Standard of $36.5M. The product/service code is Y1BE. The work will be performed under project number DKGV 13-2189, "Design/Build, Repair of ASLAC Building 450." This is a design/build project and the contractor shall be responsible for providing the complete design prior to construction. The project is a complete renovation, repair, and modernization of Building 450 at Joint Base Charleston - Weapons Station. The building's intended use shall be the Army Strategic Logistics Activity Charleston (ASLAC) Headquarters and Administrative facility. The building is to be remodeled and reconfigured to accommodate consolidation of ASLAC personnel from multiple buildings and shall be unoccupied during construction. Building 450 was constructed in 1968, is approximately eleven thousand square feet (11,000 sq. ft.) and was originally constructed as an electronics laboratory. Because of its prior use, building 450 presently has no exterior windows. Construction includes design/build, including architectural and mechanical upgrades, demolition and replacement of all entire HVAC piping, controls, hangers, pads, and ancillary equipment, to include installation of two (2) split systems HVAC systems units in the communication room and the electrical room, electrical demolition and replacement to include replacement of all non-compliant lines and demolition of lines used by prior occupants, complete fire suppression/mass notification system(s), a complete roof replacement to include removal of all existing equipment, repairs as needed, and provision and installation of windows, electrochromic insulated glass units at the roof, sidewalk and parking lot repair, restroom renovation (including the addition of shower and locker facilities), office construction conference space, secure server/telecommunications area, remodeling of entrance and lobby area to include new storefront and door replacement, exterior preparation and refinishing, lighting replacement, flooring, walls, and ceiling grid/acoustical tile replacement, demolition of all existing extraneous structures (such as steam condensate pit and communication tower), provision of janitorial space, and renovation of employee breakroom space. Asbestos Containing Material Lead Based Paint (ACM/LBP) assessment and abatement is anticipated; historical reports are available. Design shall be compliant with all ADA requirements, limit outside noise and disturbances between interior work spaces and provide for adequate circulation space. Construction shall meet all applicable Antiterrorism and Force Protection requirements and conform to all applicable energy conservation requirements. NOTE: FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. The successful contractor will be selected using Trade-off procedures resulting in the Best Value to the Government. The Government reserves the right to award a contract to other than the lowest priced offeror. Evaluation factors will be set forth in Sections L & M of the solicitation. NOTES: (1) The solicitation, specifications and drawings will be available on the website on or about 1 Aug, 2016, at www.fbo.gov (keyword FA4418-16-R-0022). (2) Hard Copies of the solicitation will NOT be provided. However, you may download and print the file from the website. (3) There is no fee for this solicitation. (4) A registration page is attached to the FBO website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. (5) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at the risk of expense of the contractor. (6) In accordance with DFARS 252.209-7999, award will not be made to any contractor that has a delinquent tax liability or a felony conviction within the preceding 24 months. (7) All prospective contractors must be registered in the System for Award Management (SAM) system, in order to be eligible for an award. (8) Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
