Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Pfeiffer Vacuum for the purchase of a Model WS800 roots pumping system to circulate the He3He4 mixture gas in a dilution refrigerator system to support scanning probe microscopy. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The CNST Nanolab has a requirement for a Roots Pumping System to circulate the He3He4 mixture gas in Dilution Refrigerator System to support scanning probe nanoscale science research at cryogenic temperatures in the CNST user facility. The He3He4 is an isotope mixture of He gas and is very expensive, difficult to obtain, and must not be contaminated with foreign gasses or substances to operate in the dilution refrigerator. The pumping system therefore has special requirements to be very leak tight to avoid contamination and loss of the mixture gas. The pumping system consists of three main parts, a 1st stage pump, a 2nd stage pump, and an interlocked control system. Procurement of one Roots Pumping System by Pheiffer Vacuum. This pumping system will be used to setup a second ultra-low temperature scanning probe microscope in CNST to meet the expanding demand of outside facility users and NIST staff. The two systems are setup to be as identical to each other so that users can easily learn one system and be able to operate both systems. This will allow simultaneous experiments to be run by different users, or the same user. Purchasing a near identical system is also needed so one system can act as a backup for the other. In particular, if one pumping system fails, the other system can be used to provide pumps, control systems, or the entire system to be used to support the mission of the other system. The two systems will be located right across from each other in the same service corridor of the advanced measurement laboratory, so they can be easily interchanged. Delivery shall be FOB DESTINATION and shall occur not later than 16 weeks after receipt of order (ARO). Research has found that only one (1) company can meet the 100% compatibility with the existing laboratory equipment, which can ONLY be obtained directly from the Original Equipment Manufacturer (OEM), Pfeiffer Vacuum. The North American Industry Classification System (NAICS) code for this acquisition is 333911 - Pump and Pumping Equipment Manufacturing, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. Eastern on July 21, 2016. Inquiries will only be accepted via email to forest.crumpler@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
