Description
The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Advanced Research Systems under the authority of FAR Part 13.106-1(b), for a Closed Cycle Cryo-Cooler. This acquisition is requested in support of the project- Atom-Based Metrology in Surface & Nanostructure Metrology Group/SDMD Division within PML is utilizing current STM lithography capability to fabricate the Nanostructure features either for calibration or semiconductor research. NIST is currently capable to prepare delta doped samples with P dopants on Si (100) surface. The current requirement is to study the transport properties of these delta layers to optimize the fabrication parameters. The Engineering Physics Division (EPD) of PML has the capability for phosphorus doping of Si(100) surfaces with atomic scale control using one of the UHV STMs in the atom based laboratory. The gas delivery system is to establish the capability to fabricate atomic scale devices with single atom precision. Utilizing hydrogen mask lithography with the help of a scanning tunneling microscope, a single dopant of phosphine can be selectively placed in a silicon 3D lattice. This is the highest precision achievable in semiconductor electronics It is extremely critical to have eXtreme High Vacuum (XHV) to fabricate clean high quality monolayer phosphorous delta layers and 2D device structures in order to obtain the desired device performance. The preparation of the delta layer involves silicon deposition after a phosphine dosing, which requires several hours and the surface needs to be in XHV conditions during this extended period of time. The sample must be completely shielded (except the deposition window) with a cryogenic shield. The shield is connected using copper braids to a closed cycle cryo cooler that can be mounted on an ultra-high vacuum UHV chamber port. It is expected that vacuum level within the shielded region where the sample resides can be brought down at least by two orders of magnitude. The project is need of purchasing a closed cycle cryo cooler that has the following cooling power capabilities: no load cooling must meet a minimum temperature at the first stage of 30K and second stage must achieve 3.8K. The cryo cooler must also meet a minimum 4.2 K @ 0.2 W load at the second stage and 77K @ 10W load at the first stage. It must be fully compatible with the UHV process described above and bakeable up to 200 C. All joints must be welded or UHV compatible brazed and bakeable to 200 C with actuator removed and only use UHV conflat flanges for all surfaces in contact with UHV. Heat conduction using exchange gas is not an acceptable option so as to maximize cooling capacity and achieve minimum temperatures at both the first and second stages. ARS is the only company that provides the closed cycle cryocooler that is compatible with UHV process identified and is bakeable up to 200 C with the actuator removed. This is the only company that has a cryo cooler in their product line that does not use exchange gas for conduction and only uses welded joints except for the main UHV conflat mounting flange. No other is manufacturer's instruments are capable of functioning under these unique restraints. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 1000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 22, 2016 will be considered by the Government.
