The purpose of this amendment is to release the bidder's questions and responses. As a result of this amendment, portions of the solicitation have changed. Please read the entire amendment "W81XWH-16-R-0033-0001" to better prepare proposals.** **SOLICITATION DOCUMENTS RELEASED 06/02/2016. Please reference attachment "W81XWH-16-R-0033" to this announcement for detailed submission instructions.** The U.S. Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Joint Program Committee on Combat Casualty Care Research, intends to issue a Request for Proposals. The proposed acquisition will establish a contractual mechanism to provide for the Linking Investigations in Trauma and Emergency Services (LITES) network. The LITES network shall create a standing research consortium of US trauma systems and centers with the capability to conduct prospective, multicenter, injury care and outcomes research of relevance to the Department of Defense (DOD). With limited ability to collect data and outcomes on US service personnel injured in active theaters of war, the DoD and its Combat Casualty Care Research Program (CCCRP) must turn to civilian trauma systems and centers to answer questions aimed at narrowing high-priority gaps in care of the severely injured. The imperative to continue to resolve high-priority gaps and provide solutions (knowledge and materiel) to the DoD requirements-driven CCCRP is integral to learning lessons from the recent wars and readying and innovating for future, more complex operational environments. This acquisition will be conducted as a full and open competition (UNRESTRICTED) utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, Cost-type, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government also anticipates the issuance of one initial task order at base award. The base IDIQ contract is anticipated to have a 60-month base period of performance and five, 12-month optional period of performance. The Government reserves the right to change the solicitation procedure. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about June 1, 2016 to www.FBO.gov. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation. Please email any questions to wayne.a.medina2.civ@mail.mil. No phone calls or faxes will be accepted. System for Award Management: All Offerors submitting proposals must: - Be registered and certified in the System for Award Management (SAM) under NAICS code 541712 prior to submission; - Maintain an active SAM registration with current information at all times during which it has an active Federal award or a proposal under consideration by any agency; - Provide its DUNS/CAGE number on the proposal it submits to the agency. - To begin a new registration in SAM, please visit the SAM website at https://www.sam.gov, and go to "Registration/Update Entity" icon on the home screen.
