Description
This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project, entitled Jeorse Park Beach, Ecosystem Restoration, East Chicago, Lake County, Indiana. PROJECT INFORMATION: Under the contract, the contractor will be responsible for performing ecosystem restoration of invasive species clearing and removal; planting of native species on the dunes and beach; placement of sand and planting of native species on the existing breakwater; placement of rock reefs in the water for fish habitat. CONTRACTING OFFICE NEW LOCATION: USACE District, Chicago - 231 SOUTH La SALLE ST, SUITE 1500, Chicago, IL 60604, (effective the date of this notice). ACQUISITION INFORMATION: Competition for this acquisition is restricted to Women-Owned Small Businesses. The Classification Code for this procurement is North American Industry System Code 237990, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is estimated between $1M and $5M. The Solicitation package (Invitation for Bids - "IFB") will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once the package is released into advertisement at this website ("Federal Business Opportunities"), interested bidders may download the full package, includes: specification and drawings files. The Solicitation package will be available on or about August 1, 2016, with bids due 30 days following the issuance/release date of the Solicitation package. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Award Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. APPLICABLE LABOR LAW: The Construction Wage Rate Requirements Statute (formerly Davis Bacon Act) applies to this acquisition. Split or multiple awards will not result from this solicitation.
