Description
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a requirement for technical services to develop, document and demonstrate an interface bridging the low cost compact radio (LCCR) Gateway Buoy Controller (land based) and TOPSIDE Data Integration Environment (DIE) for command and control and data fusion. NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to The Mouse Works, L.L.C., 129 Foxridge Run, Longwood, FL 32750-7316 (Cage Code 73VR8). The Mouse Works, L.L.C. is certified as a small business under NAICS Code 541512. In the previous contracting action, N66604-15-P-2999, The Mouse Works, LLC, developed documentation to interface the Acoustic to Radio Frequency (A2RF) buoy transceiver (land based) and TOPSIDE program. However, the documentation/data is not useable in its current state and needs to be developed further to interface between the two systems. Per FAR 6.302-1(a)(2)(iii)(A), full and open competition need not be provided for this requirement as services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. There is a short development time available to maintain the interface testing schedule. Therefore, awarding this requirement to The Mouse Works allows the Government to meet the required schedules, as well as avoid substantial duplication costs. Once data from this requirement is received, future procurements for this type of requirement will be solicited competitively. The Period of Performance will be six (6) months after date of award. F.O.B Destination, Newport, RI (02841) This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541512; the size standard is $27,500,000.00. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional details will be released upon issuance of Request for Quote (RFQ) No. N66604-16-Q-2755. The RFQ is anticipated for release on or about 01 August 2016.
