- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Stevens Institute of Technology, Hoboken, NJ, using the procedures in FAR Part 13, to provide a systems engineering training program for three (3) students of NOAA's Office of Planning and Programming for Service Delivery (OPPSD). The training will help the OPPSD Engineering team possess and enhance the systems engineering knowledge and capability to support the NOAA National Weather Service (NWS) offices to manage their modernization and development of the next generation of systems and services. The Stevens Institute of Technology is uniquely qualified to provide four base courses including the Fundamentals of Systems Engineering, Systems Architecture and Design, Systems integration and Project Management of Complex Systems. All course offerings must follow the guidelines of the Systems Engineering Research Center (SERC) of the Department of Defense (DoD) to help prepare the NWS for providing the continued service to its DoD partners in the manner and classification necessary under the new DoD format. The Stevens Institute of Technology is the lead institution and manager for the DoD SERC. Training ensures all courses delivered to NWS are Synchronized with the DoD Systems Engineering practices. All courses offered by the Stevens Institute of Technology are already incorporated with the SERC insights as emerging from its collaborative research. The North American Industry Classification Code (NAICS) for this acquisition is 611310 with a business size standard of $27.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00 AM, Eastern, July 22, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
