Description
Request for Quotation (RFQ) N00167-15-T-0093 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotations are being requested. Solicitation number N00167-15-T-0093 applies and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89 as well as Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20160630. The North American Industry Classification System (NAICS) code is 334515, with an applicable size standard of 750 employees. The details of the requirement, as well as quotation submission instructions, are contained in the attachment. SOLE SOURCE PROCUREMENT: Naval Surface Warfare Center, Carderock Division (NSWCCD) seeks to solicit and award a Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract to Crystal Instruments Corporation at 2370 Owen Street, Santa Clara, CA 95054-3210. NSWCCD has a requirement for CoCo-80 and CoCo-90 portable machinery analyzers. The Navy's Submarine Vibration Monitoring Program (VMP) is directly responsible for monitoring vibrations from all rotating equipment onboard every submarine in the Atlantic and Pacific Fleet on a quarterly basis. Machines are monitored in an effort to ensure against catastrophic failure of critical ship equipment and unnecessary maintenance of machinery, maximizing operating time and ensuring mission completion. NSWCCD uses the CoCo-80 to convert and process time domain signals from accelerometers mounted on submarine machinery and hydrophone sensors into numerical and spectral data that can be analyzed by NSWCCD personnel. NSWCCD currently uses Crystal Instruments' CoCo-80 to perform these functions on acoustic trials, but needs to expand this capability to provide machinery and structure borne noise analysis for all submarines in the fleet. NSWCCD owns and maintains legacy expert system software that is external to the CoCo-80 system. This software is used to process vibration data and generate messages that are issued to the fleet. It has taken the Government over three years to create an Application Program Interface (API) that will allow the data collected from the CoCo-80 to be loaded into the NSWCCD expert system software. Therefore, only the CoCo-80 and CoCo-90 will permit continued operation of the existing data acquisition and analysis while expanding capability to acquire submarine structure borne data. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). Interested parties may identify their interest and capability to respond to the requirement or submit offers. This notice is not a request for competitive offers. However, all offers received within the 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated contract award date is 2 September 2016. All changes to the requirement that occur prior to the closing date will be posted to Federal Business Opportunities (FBO). It is the responsibility of interested parties to monitor FBO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award. No hardcopies of the solicitation will be issued. Quotes must be submitted in the format specified in the attached solicitation. It is the responsibility of the offeror to submit offers to the point of contact at NSWCCD.
