- Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for proposal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number 63093161124. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-89, effective 14 July 2016. THIS ACQUISITION IS SET ASIDE 100% FOR SMALL BUSINESSES. The North American Industrial Classification System (NAICS) code is 336211 and the small business size standard is 1000. Award may be made to the offer which is considered to be the lowest priced, technically acceptable offer. Quotes are due NLT 11:59 pm eastern time Sunday, 24 July 2016 to Daniel Sindorf, daniel.sindorf@ibwc.gov. The International Boundary and Water Commission (IBWC) has a requirement for a 4,000 water tank truck for its Falcon Dam field office. CLIN items are as follows: CLIN 0001. General Description One (1) Water Truck is required in our facility to be accessed by the Operations and Maintenance employees. This piece of equipment at a minimum shall have a 4,000 Gallon Water Tank. This piece of equipment will have one water cannon, and 8 water release valves (2 on each side of the piece of equipment). This piece of equipment will be used: for sporadic fire control, 5% of the time as a Class A vehicle, 5% of the time as a Class B vehicle, 60% of the time as a Class C vehicle, and 30% of the time as a Class D vehicle. This piece of equipment will not be operated on a grade that exceeds a four to one slope (25% grade or 14 degrees) and will be operated 75% of the time on level terrain. This vehicle will be used in such services as providing moisture control for placement of embankment, placement of flex base, washing of riprap, and dust control. It would also assist in extinguishing fires that occur on the Dam Slopes (will be used from either access road on toe of dam or on top of dam to extinguish fires and will not be driven onto the dam slope) or in the surrounding brush. The Water Truck at a minimum shall meet the following requirements: • Shall contain a 4,000 Gallon Water Tank • Shall have a water cannon mounted on top of the truck or water tank. • Shall have eight water release nozzles (two nozzles per equipment side). • Exterior Color shall be white. • Shall have a diesel engine. • Must have filling capabilities on the top of the water tank (hopper is used to fill truck). • Shall have Kevlar reinforced tires. • Minimum 60 gallon fuel tank. • Must have 4x4 capability. • Must have a closed cab with air condition and heater. • Must have a reverse alarm. • Equipment must have some way to track the status of the following equipment items: Engine Coolant, Water Tank Levels, Oil, Fuel, and Engine RPM/Gear Display. • Must have an hour meter, Electronic • Must have a Rearview Mirror • Must have a Radio with speakers • Must have a Seat, Cloth, Air-suspension - Seatbelt • Must have a CD ROM Parts Book Miscellaneous Manuals: One (1) set of operation and maintenance manual, parts list and shop repair manual.
