This is a PRESCOLICITATION NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The solicitation will be posted on the Federal Business Opportunities (FBO) website on approximately July 19, 2015. Applicable NAICS code is 561613. Point of Contact: Pamela Phillips, Contract Specialist; Pamela.phillips@va.gov The Department of Veterans Affairs, Black Hills VA Health Care Center has a requirement for qualified firms capable of providing Armored Car Services per the following statement of work: Statement of Work Armored Car Service - VA BHHCS Fort Meade & Hot Springs, SD Provide armored car service for the VA BHHCS Medical Center Agent Cashier and the Veterans Canteen Service (VCS), VA Black Hills Health Care System, Fort Meade & Hot Springs, SD, in accordance with specification and requirements herein for the period August 1, 2016, through July 31, 2017. 1. The contractor agrees to call for and receive from the VA Medical Center and the receipt therefore, funds, securities, and/or instruments, securely and distinctively sealed and/or locked and tagged as hereinafter provided and to transport and deliver the same in like condition to the consignees as designated by the VA Medical Center. 2.Services shall be required as follows for Ft. Meade site: a.Pickups and deliveries twice a month to and from the: i.VA BHHCS Agent Cashier - Northern Hills Federal Credit Union, 1080 Main Street, Sturgis, SD, 57785. ii.Pickup of requests for change orders from VA Black Hills HCS, and delivery of change orders to VA Black Hills HCS. iii.Pickup of deposits from VA Black Hills HCS and delivery of bank deposit receipts and empty bags to VA Black Hills HCS. iv.Pickup of cash funds from VA Black Hills HCS and for purchase of bank checks and delivery of bank checks to VA Black Hills HCS. b.Deliveries one a week to and from the: i.VA BHHCS Agent Cashier - Wells Fargo Bank NA, 825 St. Joseph St., Rapid City, SD, 57701. ii.Pickup of cash deposits from VA Black Hills HCS and delivery of bank deposit receipts and empty bags to VA Black Hills HCS. c.Pickups and deliveries once a week to and from the: i.VCS - Northern Hills Federal Credit Union, 1080 Main Street, Sturgis, SD, 57785. ii.Pickup of requests for change orders from VA Black Hills HCS, and delivery of change orders to VA Black Hills HCS. iii.Pickup of deposits from VA Black Hills HCS and delivery of bank deposit receipts and empty bags to VA Black Hills HCS. iv.Pickup of cash funds from VA Black Hills HCS and for purchase of bank checks and delivery of bank checks to VA Black Hills HCS. d.Schedule for pickups as follows: i.Agent Cashier: Pickup/Delivery, Friday, the 1st and 3rd week of the month at VA Black Hills HCS, 113 Comanche Road, Fort Meade, SD, 57741 (Northern Hills FCU). ii.Agent Cashier Pickup/Delivery, every Friday of the month at VA Black Hills HCS, 113 Comanche Road, Fort Meade, SD, 57741 (Wells Fargo Bank NA). iii.VCS: Pickup/Delivery, every Friday, at VA Black Hills HCS, 113 Comanche Road, Fort Meade, SD, 57741 (Northern Hills FCU). iv.Pickup times will be between 8:00 and 9:00 am. v.To be clear, pickup on the even weeks should coincide to reduce overall cost. 3.Services shall be required as follows for Hot Springs site: a.Pickups and deliveries twice a month to and from the: i.Agent Cashier - Black Hills Federal Credit Union, 225 Main Street, Rapid City, SD, 57701. ii.Pickup of requests for change orders from VA Black Hills HCS, and delivery of change order to VA Black Hills HCS. iii.Pickup of deposits from VA Black Hills HCS and delivery of bank deposit receipts and empty bags to VA Black Hills HCS. iv.Pickup of cash funds from VA Black Hills HCS and for purchase of bank checks and delivery of bank checks to VA Black Hills HCS. b.Deliveries once a week to and from the: i.VA BHHCS Agent Cashier - Wells Fargo Bank NA, 825 St. Joseph St., Rapid City, SD, 57701. ii.Pickup of cash deposits from VA Black Hills HCS and delivery of bank deposit receipts and empty bags to VA Black Hills HCS. c.Pickups and deliveries once a week to and from the: i.VCS - Wells Fargo Bank NA, 825 St. Joseph St., Rapid City, SD, 57701. ii.Pickup of requests for change orders from VA Black Hills HCS, and delivery of change order to VA Black Hills HCS. iii.Pickup of deposits from VA Black Hills HCS and delivery of bank deposit receipts and empty bags to VA Black Hills HCS. iv.Pickup of cash funds from VA Black Hills HCS and for purchase of bank checks and delivery of bank checks to VA Black Hills HCS. d.Schedule for pickups as follows: i.Agent Cashier: Pickup, Wednesday, on the first and third week at VA Black Hills HCS, 500 N 5th St., Hot Springs, SD (Black Hills FCU). ii.Agent Cashier Pickup/Delivery, every Wednesday of the month at VA Black Hills HCS, 500 N 5th St., Hot Springs, SD (Wells Fargo Bank NA). iii.Canteen Service (VCS): Pickup every Wednesday at Veterans Canteen Service (VCS), VA Black Hills HCS, 500 N 5th St., Hot Springs, SD. iv.Pickup times will be between 8:00-9:00 am. v.To be clear, pickup on the even weeks should coincide to reduce overall cost. 4.The VAMC agrees that it will prepare in securely and distinctively sealed and/or locked packages or containers properly tagged or marked with the name of the designated consignee thereof all funds, securities, and/or instruments for prompt delivery to the contractor pursuant thereto. Deposits must be ready at the time of pickup. Contractor will be required to wait no longer than five (5) minutes. 5.An identifiable bag for pickup: VA Black Hills Health Care System Agent Cashier - 1 to 2 bags; VA Black Hills Health Care System VCS - 1 to 2 bags. 6.If storage of deposits is required in company vault overnight of weekend, deposit of money will be made morning of workday following pickup. Receipt shall be obtained from bank and delivered to corresponding division at VA Black Hills HCS. 7.Additional unscheduled trips will be required, with no more than two per month. 8.Armor car service employees who are armed will notify VA Police prior to entering the property and VA Police will shadow them while they conduct their business. These personnel must enter and depart the property without detouring to have lunch or other side meets. Once their official business is complete, they will leave the property and inform VA Police
