- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue a delivery order under Basic Ordering Agreement N00024-14-G-4300 and/or N00024-14-G-4301 for nuclear Pipe Welders to support Portsmouth Naval Shipyard. These pipe welders are available only from the two nuclear-qualified shipyards, Electric Boat Corporation and Huntington Ingalls Industries - Newport News Shipbuilding. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only to determine availability of pipe welders to support Portsmouth Naval Shipyard requirements during the period from 06 September through 16 December 2016. Solicitation documents are not available at this time. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A detailed description of the requirements follows: Requirement for Pipe Welders 1. General: Portsmouth Naval Shipyard requires Pipe Welders to accomplish nuclear related work at Portsmouth Naval Shipyard 1.1. The offering shall be as a "non-personal services contract" as defined in FAR 37.101. Therefore, it is understood and agreed that the Contractor and/or the Contractor's employees: (1) shall perform the services specified herein as independent Contractors, not as employees of the Government; (2) shall be responsible for their own management and administration of the work required and are fully responsibility for complying with any and all technical, schedule, or financial requirements of constraints attendant to the performance of this contract; (3) shall be wholly responsible for the quality and timeliness of the services provided ; but (4) shall, pursuant to the government's right and obligation to inspect, accept or reject the work, comply with such general direction of the Contracting Officer or the duly authorized representative of the Contracting Officer as is necessary to ensure accomplishment of the contract objectives. 2. Level of Effort by Functional Requirements: PNS requires Pipe Welders from 1 August 2016 through 16 December 2016 as shown in the table below. Scope of Specific Tasking: The contractor's Pipe Welders and Supervisor will be working onboard nuclear powered submarines at Portsmouth Naval Shipyard. Work tasks will include Pipe Welding duties, in particular Socket welds. 4. Period of Performance. 6 September through 16 December 2016. 5. Descriptions and Specifications: 5.1. All contractor personnel must have at least 2 years of experience in pipe welding in ship building/ship repair. 5.2. All contractor welders must Qualified per Technical Publication S9074-AQ-GIB-010/248, hereafter referred to as ref (a), with the following essential elements: 5.2.1. Welder Qualification records verifying tests performed in two (4F and 5F) positions. No dual process qualifications will be accepted. The welder qualification test records shall include at least the following information: 5.2.1.1. Welder Identification (Full Name with badge number or last 5 of SSN) 5.2.1.2. Date of test 5.2.1.3. Qualification test number, as applicable, with nominal pipe thickness or pipe schedule number used 5.2.1.4. Qualification test process (GTAW) 5.2.1.5. Qualification test position (4F and 5F) 5.2.1.6. Qualification test base material type 5.2.1.7. Qualification test filler material type and size 5.2.1.8. Qualification test results, including VT, PT and metallography 5.2.1.9. Record of omission of space restriction when not used in pipe tests (i.e.-if no restriction used it shall be documented) Note: restricted tests are required for this contract. 5.2.1.10. Certifying signature (fabricator, test administrator or quality assurance officer attesting to test conditions and results)5.2.2. The welder qualification test shall be performed as follows: 5.2.2.1. The qualification testing shall have been performed per ref (a), para. 5.3.5.1(d) utilizing a P-13 or P-14 joint design from MIL-STD 22 5.2.2.2. The filler material to be used during testing should be MIL-3XX series, 70S-X series, RN-67 and either RN-60 or RN-82 for the GTAW process. Qualifications to be granted based on filler materials used and current needs. 5.2.2.3. The Qualification Tests shall be non-destructively evaluated IAW with the requirements contained in S9074-A-GIB-018/248 {performed IAW T9074-AS-GIB-010/271, (Mil-Std 271) and evaluated to class 1 requirements of MIL-STD 2035}. Qualification tests shall be destructively evaluated IAW with ref.(a) and AWS B4.0 with acceptance standards derived from ref.(a) Qualification tests shall be evaluated visually (VT); by dye penetrant (PT) and metallographically (DT). 5.2.3. The qualifications shall have been maintained by actual use of the welding process quarterly (evidence of maintenance for process use shall be maintained for the current and preceding quarter) 5.2.4. The welder shall have Jaeger J-1 or equivalent Annual Vision certification (glasses or no glasses) for near vision acuity 5.2.5. The welders will have to undergo training to self-identify and correct poor workmanship for both structural and piping applications. This training is a 20 hour course for each application that includes a written and practical examination. A grade of 80% or better is required on each to be considered passing. If a contractor fails to achieve a grade of 80% or better, he will be rejected as not qualified to fulfill the requirements of this contract. 5.2.5.1. As an alternative, if a vendor has a training program in place that aligns with the requirements of ref(a); this training is documented on individual contractor records and code 900T and/or the welding shop management believes the knowledge base is adequate, then a briefing only may be given for each application covering any differences between the vendor training program/documents and the Portsmouth Naval Shipyard program/documents. 5.2.6. Vendor shall provide to Portsmouth Naval Shipyard welder qualification department (C138) at least 1 week prior to scheduled welder arrival either of the following: 5.2.6.1. individual welder qualification records; vision records; workmanship training records; process maintenance/update records, etc. for each welder 5.2.6.2. a memo/letter signed by the head of welding engineering or equivalent authorized representative stating that all personnel were qualified per ref.(a); all personnel satisfactorily passed applicable workmanship course(s) required by ref.(a); and that process maintenances/updates were performed per ref.(a) and are current through a specified date. An attachment/enclosure to this memo/letter shall show all applicable welders with their identification numbers; their need for glasses or not with expiration dates; qualifications they've taken showing processes, base materials, filler materials, test numbers, and positions qualified to; and any other applicable expiration dates for items such as workmanship or maintenances that are not shown on the memo/letter cover page. 5.2.7. Contractor personnel shall be radiologically qualified to at least an Radiation worker standard ("R" qualified) 5.3. All Contractor personnel shall be citizens of the United States of America and possess a final adjudicated, confidential clearance (PNS Red-Badge) prior to commencing work. Completion of DD 254 will be required. 5.4. The Contractor is responsible for providing proof of qualification (classroom theory and practical knowledge) required by this work statement. Qualifications must be current through the performance period and verifiable by PNS. The Contractor will be required to verify via a signature on a training roster to certify that each personnel assigned to perform the contracted scope of work meets the minimum trade skill requirements. 5.5. In addition to the NAVSEA 389-0288 training requirements, the Contractor shall provide verification that personnel have been trained (by the contractor) in asbestos and industrial hazards awareness, Occupational Safety & Health (OSH), sexual harassment, proper use of personal protective equipment (e.g., hearing conservation and eye safety), and hazardous communications (e.g., MSDS sheets). 5.6. Contractor Orientation Briefings: Before accomplishing any work on board Navy ships at PNS. PNS will provide the following training, some of which includes testing. 5.6.1. Level 1 Weld Wire Issue 5.6.2. PNS 6010 training 5.6.3. Safety and Environmental 5.6.4. Hot Work/Firewatch (Gap Training) 5.6.5. WP 278/1688 5.6.6. Local PNS RADCON Requirements (Gap Training) 6. Workforce Management Requirements: 6.1. The contractor shall accomplish Pipe Welding tasks using PNS technical work documents, and comply with all PNS safety rules and regulations. 6.2. PNS shall determine the priority of all work. 6.3. The Contractor's supervisor shall provide oversight and direct supervision of the Contractor's workforce accomplishing the work tasks. 6.4. Work assignments to the Contractor shall be designated via PNS POCs to designated Contractor supervision for dissemination to the Contractor's workforce. 6.5. Hours of Work: The Contractor shall observe the same holidays as the Government. It is anticipated the normal task hours assigned will be worked during a five-day work week (Monday - Friday) on a eight (8) hour per shift (i.e. 0700-1530). Some work evolutions will require week day extended shifts. Some Saturday and Sunday overtime work will be required. 6.6. The Contractor will not be required to perform work that violates any current negotiated agreements between the Contractor and their respective labor union(s). Concerns with the tasks, shifts or hours-of-work specified in this notice, or any other terms, shall be brought to the attention of the Contracting Officer within the contractor's response to this requirement. 6.7. Conflict resolution, disciplinary and/or administrative actions affecting the Contractor's employees shall be the responsibility of the Contractor's management. In the event of a workmanship or execution problem, the contractor shall participate in the management problem analysis process that seeks to determine the cause of that workmanship or execution problem. 6.8. PNS agrees to provide workspaces for Contractor employees assigned to PNS. 6.9. The Contractor shall be responsible to manage lodging and travel for their personnel (as applicable). 6.10. The Contractor shall be required to submit a summary timesheet listing all employees and hours worked for the period on a weekly basis to the COR POC TBD (207-438-xxxx). 6.11. All quality assurance services and engineering support required in the assigned tasking will be provided by PNS. 7. Special Requirements: The contractor is responsible for: 7.1. Contractor workforce safety and compliances with all PNS safety rules and regulations. 7.2. PPE: The Contractor shall supply all PPE in accordance with Occupational Safety and Health Administration (OSHA) Standards. The PPE shall include but is not limited to: Steel-toed shoes, safety glasses, hard hats, earplugs and muffs, and flashlights. 7.3. In the event of injuries sustained in the performance of duty, the contractor employees may receive medical aid from shipyard first responders but shall, if necessary, receive secondary aid and/or evaluation from private providers in the community. 7.4. Injury reporting: Contractor management shall inform the PNS Contracting Officer Representative (COR) of any injuries to contractor personnel as soon as contractor supervision or management becomes aware of the occurrence. In addition, a written report will be submitted to the PNS Contracting Officer Representative within 24 hours of occurrence. The report shall contain the name of each injured person, date and time of incident, extent of each personal injury or property damage, contractor/sub-contractor name, type of incident, location of event (ship name and hull number, space, compartment), and a brief description of the event. The contractor shall cooperate with any safety investigations. 7.5. The Contractor shall be responsible to comply with all environmental, hazardous waste, and safety requirements and to report any issues to PNS Technical POC: Dan Ringlein (207-438-5089). 8. Security and Access Requirements: 8.1. At a minimum, all personnel shall be United States citizens and shall possess a Department of Defense final-adjudicated Personal Security Clearance at the confidential level or higher, in accordance with Attachment B (DD Form 254) for performance on this contract. Failure of ability to obtain a PNS red badge will be cause to dismiss personnel from fulfilling this contract. 8.2. Contractors must have Rapid Gate credentials for access to Portsmouth Naval Shipyard. Contractors and any subcontractors must submit contract DD-254 to Portsmouth Naval Shipyard Security Department Code 1700 for access requirement verification prior to arrival. 8.3. Contractors/subcontractors shall submit Visit Requests via the Joint Personnel Adjudication System (JPAS) to SMO 39040 for visitor clearance verification. Visit requests submitted by other means will not be accepted without Facility Security Officer signed verification as to the level of security clearance granted to each employee on the visit request. Additionally, the contractor must provide a copy of Visit Request to Dan Ringlein - Code 105 (Fax 207-438-1735) at least 2 weeks prior to personnel traveling for inclusion into other PNS IT systems. 8.4. Immediately notify the Security Officer, and the Contracting Officer of any access problems. Failure to do so shall result in a delay at the Contractor's expense. 8.5. Lack of proper I.D. badge shall result in denial of access to the Naval Installation, and/or the ship, resulting in a delay at the Contractor's expense. 8.6. Contractor employees are authorized to retain temporary badges until the badge expiration date, or termination of employment. Holders are required to return the badge to the respective Naval Installation Pass & ID Office. 8.7. Badges must be displayed on the outermost garment above the waist at all times. The only exception will be if the Contractor employee is engaged in work that could cause a safety hazard if the badge were worn while performing the work. 8.8. Lost or misplaced badges must be reported immediately to the PNS Technical POC Dan Ringlein (207-438-5089). 9. Technical Work Instructions: 9.1. NAVSEA 389-0288 (Radiological Controls). 9.2. All work shall be accomplished in accordance with Federal, State, and Local Environmental, Safety laws and regulations. 9.3. Technical Work Documents issued by PNS. 9.4. Disclosure and access to the Naval Nuclear Propulsion Information (NNPI) shall be governed by the requirements of NAVSEAINST C5511.32B. 9.5. 29 CFR 1915 (Shipyard Industry). 9.6. 29 CFR 1910.1200 Hazardous Material/Hazardous Communication standard. 9.7. Material Safety Data Sheet (MSDS) 9.8. OSHA Directive Standard 2 (Identification of General Industry Safety and Health Standard Applicable to Shipyard Work). 9.9. Contractor employees shall be responsible to sign applicable documents (shift reports, verification signatures, etc.) to verify task completion in accordance with (IAW) requirements.
