Schedule of Required Items SOLICITATION NUMBER: NB730040-16-04265 Applicable Provisions and Clauses TITLE: - Test Chambers SOLICITATION NUMBER: NB730040-16-04265 RESPONSE DATE: July 28, 2016 at 8:00 AM Eastern Time DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88. The purpose and objective of this procurement is to acquire: NIST seeks to obtain two mixed domain signal oscilloscopes for general support of testbed research activities. It is the intent that these shall be shared among researchers in the multi-module testbed facility. The Smart Grid and Cyber-Physical Systems Program Office of the Engineering Lab (EL) at the National Institute of Standards and Technology (NIST) is building test bed facilities for studying the interactions and standards relating to communications and operation of equipment in complex scenarios In support of this laboratory, to be located in several modules in the basement of 220, mixed domain signal oscilloscopes are needed in general support of testbed research activities The portable environmental test chamber must satisfy the following minimum requirements: •Units are mobile •A small footprint(approx: 26"W x 26"D x 65"H) •2.3 cu. ft. workspace •Vapor-tight, continuously welded stainless steel interiors •Low workspace height •Vertical recirculation conditioning system •EIA-232 and EIA-485 data communications with Modbus RTU protocol •Platinum Resistance Temperature Detector (RTD) •Electronic capacitive sensor •Chamber over temperature protection •Cascade refrigeration system •Built in safety devices •Temperature Range: -75°C to +200°C (can be slightly flexible on this requirement) •Humidity capability: 20% to 95% RH in the dry bulb range of +20°C to 85°C as limited by a 3°C dewpoint. •LabVIEW driver available •Input voltage: 120 V nominal (110 to 126 VAC), 60 Hz, 1 Phase The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing. The small business size standard is 500 employees. This acquisition is 100% set aside for small businesses under the applicable small business size standard. NIST anticipates the award of a single, firm-fixed price purchase order. All offerors shall provide a firm-fixed price quotation in accordance with the Instructions to Offerors for a test chamber that meets the specifications listed above. 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to sajurnia.harris@nist.gov. Questions must be received no later than 3 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision). INSTRUCTIONS TO OFFERORS: System for Award Management In accordance with FAR 52.204-7, the awardee must be registered in the System for Award Management (www.sam.gov) prior to award. Refusal to register shall forfeit award. Addendum to FAR 52.212-1 Instructions to Offerors- Commercial Items All quotations must be submitted electronically so that they are received at sajurnia.harris@nist.gov no later than July 28, 2016 at 8:00 AM Eastern. Facsimile quotations will NOT be accepted. All offerors shall submit their quotations on letterhead paper to the email address stated above by the date and time specified above. All quotations shall contain, at a minimum, the information detailed below for each respective volume. If a quotation is missing any of the elements listed below, the quotation may be deemed unacceptable and may not be evaluated further: 1) Price Volume: The price volume shall address the following: Administrative Information: The Administrative Information section of the price quotation shall contain the following: (1)The solicitation number; (2)The name, address, and telephone number of the offeror; (3)A total firm-fixed price for each CLIN in accordance with this solicitation; (4)Any applicable discount terms; (5)A statement that the Offeror agrees to all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (6)A statement that the quotation is valid for a minimum of 30 days from the response deadline of this solicitation. Pricing Information: The Offeror shall propose a total firm-fixed-price for a test chamber that meets the required specifications. The Offeror may also provide supporting documentation such as calculations, price lists, product literature, or any other applicable supporting documentation. 2) Technical Volume: The technical quotation shall clearly demonstrate compliance with the listed specifications as described. The quotation must clearly demonstrate compliance with the required Part Numbers, Quantity, Product Descriptions, and Period of Performance and specifications. EVALUATION FACTORS FOR AWARD: This requirement will be awarded to the offeror who presents a technically acceptable offer at the lowest price. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with the items in the Required CLIN Structure, provides a firm fixed price for each CLIN as a whole, and is an authorized reseller of the required services. Award may be made by the Contracting Officer without discussions.
