- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice is not a request for competitive proposals. The Department of Veterans Affairs, Central Texas Veterans Health Care System (CTVHCS) is seeking market data for qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) capable of providing an ongoing requirement for the receipt of equipment, assemble, delivery, pick up, recovery, cleaning, disinfecting, disposal, minor repairs, patient/caregiver verbal and written instructions, home safety and environmental assessments, and storage of Durable Medical Equipment (DME) to all beneficiaries services by the CTVHCS and its associated outpatient clinics. Performance will require transport of durable medical equipment from/to the Contractor's location to/from the beneficiary's residence to/from the VA Medical Center. Service shall be accomplished within or in the immediate proximity of the primary service area of CTVHCS. VA will purchase durable medical equipment and supplies from various sources and the equipment will be shipped to the Contractor for storage until it is delivered to the patient. The Department of Veterans Affairs, CTVHCS is comprised of two (2) large medical centers located in Temple, TX and Waco, TX, a one (1) large stand-alone multi-specialty outpatient clinic in Austin, TX and four (4) outpatient clinics located in Brownwood, TX; Bryan/College Station, TX; Cedar Park, TX; and Palestine, TX. CTVHCS has a need for Durable Medical Equipment Services (DME) for all seven (7) VA Medical Centers (VAMC) and/or outpatient clinics. Network Contracting Office (NCO) 17 is seeking potential qualified Contractors that meet Joint Commission Standards, to provide DME services to eligible beneficiaries throughout CTVHCS. DME Services involves the delivery, setup, repair/maintenance etc. of all items of a therapeutic or rehabilitative nature, which are determined as medically necessary for home treatment of eligible veterans (e.g., hospital beds, over-bed tables, bathroom equipment, invalid lifts, hand cycles, stair glides, room air conditioners, standing tables, portable ramps, mobility (walking) aids, environmental control units (ECUs), etc.) provided to all seven VAMCs and/or outpatient clinics which will be separated into five zones and are based on the distance. ZONE A shall consist of 1-25 miles; ZONE B shall consist of 26-75 miles; ZONE C shall consist of 76-150 miles; ZONE D shall consist of 151-200 miles; and ZONE E shall consist of mileage outside Zones A, B, C, and D service area of performance (201-250 miles). The applicable North American Industry Classification System (NAICS) for this procurement is 621610, Home Health Care Services; size standard is 500 employees. The Government contemplates a single award Requirements contract with a 1-year base period with four (4) one (1) year options. This Sources Sought is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Interested parties may identify their interest and capability to respond to the requirement in writing via email. Information must be received before 3:00PM EST on August 1, 2016.
