Description
COMBINED SYNOPSIS SOLICITATION i.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates a single (all or none), firm?fixed?price award. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. ii.VA101V-16-Q-0321 the Combined Synopsis Solicitation is issued as a request for quotation (RFQ). iii.The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-88. iv.The combined synopsis/solicitation is set aside for Service Disabled Veteran Own Small Business concerns only. Only quotes submitted by Service Disabled Veteran Own Small Business will be accepted by the Government. Any quote that is submitted by a contractor that is not a Service Disabled Veteran Own Small Business will not be considered for award. Note that only VA verified SDVOSBs in the VIP database at the time of contract award will be considered for award and non-VIP verified firms will be considered non-responsive and ineligible for award. The applicable NAIC Code for this solicitation is 334310 Audio and Video Equipment Manufacturing, and the Small Business Size limitation is 750 Employees. v.The contractor shall provide all components, materials, equipment, parts, supplies, services, labor, transportation and supervision to furnish, install and configure a complete Audio Visual System per the attached Statement of Work and Schematics. CLIN 0001: Furnish and Install a complete Audio Visual System per the attached Statement of Work (SOW) and Schematics. Offers will be evaluated as follows: 1.Criteria: The Government will evaluate offers submitted in response to this solicitation based on a consideration of the following factors: Price, Delivery Schedule, Experience/Qualifications and Past Performance. Included with each Contractor's quote, the Contractor is to provide a written statement limited to two pages or less demonstrating how the Contractor will comply with the Delivery Schedule and has the required Experience/Qualifications needed to successfully perform this requirement. Contractor shall provide a list of all proposed equipment with description, model numbers, quantities, unit and extended price. 2.Price: Price will be evaluated to determine if it is fair and reasonable. 3.Brand Name or Equal: Contractor shall provide a list of all proposed equipment with description, model numbers, quantities, unit and extended price. The salient physical, functional, or performance characteristics that "equal" products must meet are specified within the Statement of Work. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this RFQ. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the Statement of Work. 4.Delivery Schedule: The Government will evaluate quotes submitted in response to the solicitation to determine whether the Contractor has the capability to meet the 90 day delivery and installation requirement of this solicitation. 5. Experience/Qualifications: The basis of evaluation under this factor will be focused on the firm's experience in performing contracts and /or task orders of similar size, scope and complexity to the work being solicited within the SOW. The quote shall contain information from a minimum of one contract where similar audio visual equipment and installation services were successfully provided. Only quotes that demonstrate relevant experience with providing similar audio visual equipment and installation services will be eligible for award. Government and commercial sources will be accepted. The Contractor must be a Contractor who regularly engages in the furnishing and installation of commercial and industrial audio-visual communication systems. The Contractor must maintain a suitably staffed and equipped service organization and must regularly offer maintenance services for systems of this type and size. At the request of the Government, the Contractor shall demonstrate to the satisfaction of the Government that the Contractor has: Adequate plant and equipment to pursue the work properly and expeditiously; Adequate staff and technical experience; Suitable financial status to meet the obligations of the work. A subcontractor so employed as the Contractor must be acceptable to the Government and shall be identified on the quote. 6.Past Performance: The Contractor shall provide at least one reference that corresponds with the relevant experience provided and demonstrates an acceptable past performance record. The submitted reference's past performance questionnaire responses must not have any question rated less than "good" to be eligible for award. Government and commercial sources will be accepted. The Government reserves the right to consider sources other than just those submitted by the by the Contractor in response to questionnaires in evaluating past performance. 7.Basis for Award: The Government shall make award to that quote that is found to be the lowest priced and meets the Government's stated Delivery Schedule, Experience/Qualifications, and Past Performance requirements based upon the stated considerations above. x.FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. The offeror must have completed the annual representations and certifications electronically via the SAM website access through http://www.acquisition.gov. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. Replacement of material and parts will be furnished to the Government at the point of installation, if installation is within the continental United States, or f.o.b. the continental U.S. port to be designated by the contracting officer if installation is outside of the continental United States.
