Description
The United States Army Corps of Engineers, Portland District is soliciting vendors for a non-personal services contract to provide forest management and fuels reduction services, such as thinning of trees and lopping slash debris, on U.S. Army Corps of Engineers (COE) owned lands at Lost Creek Lake and Elk Creek areas (Rogue River Basin Project). This is a firm fixed priced contract. The period of performance is date of contract award through May 31, 2017. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform vegetation thinning and lopping as defined in this Performance Work Statement (PWS) that will be provided as an attachment to this announcement on or about 01 August 2016. The Base Contract will include 173 Acres (units "North Round Hill" and "South Slopes"). Optional items will include 315 Acres (units "Fawn Butte West," "Fawn Butte East," and "Lewis Road Hill") on the north side of Lost Creek Lake and a second optional area of 166 Acres ("Lower Elk Creek"). The period of performance for the options will be December 1, 2016 to April 30, 2017. USACE Portland District will notify the awardee of our intent to exercise the options by December 1, 2016. The Rogue River Basin Project has several congressionally authorized purposes, one of which is to improve the natural resources on its lands, including water quality and wildlife habitat. Forest stand management, including thinning and lopping of slash, has been used at the Project in the past to meet these and other natural resource management missions. Fuels management is also a tool used to improve forest health and resiliency, to reduce risk of catastrophic wildfire, and to facilitate prescribed burning. The objectives of this project are to promote the growth of healthy forest stands, with canopy structure, density of trees per acre, and fuel loading appropriate for a natural forest ecosystem. To reduce the risk of catastrophic wildland fire by reducing ladder fuels provided by small tress and to break up canopy continuity. In specific locations, to promote the health and function of remnant black/white oak savannah. This solicitation is set-aside 100% for participation by HUBZone Small Business concerns.
