- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for 2 each of a Miniature Pressure Scanner (Normal Px), part number: MPS4264/64NPx-15psid 64-channel or equal; 1 each Miniature Pressure Scanner (Normal Px), part number: MPS4264/64NPx-30psid 64-channel or equal; 3 each MPS Power Supply, 5-port, part number: 70450-1 or equal; 3 each MPS Power/Serial Trigger Cable, 10 ft long, part number: 156085-1 or equal; 3 each MPS Ethernet Cable, 10 ft long, part number 156062-1 or equal; 1 each Power Distribution Unit, part number PDM3200 or equal; and 3 each Power Cable (PDM3200-DTS), 10 ft long, part number 155819-1 or equal. High Accuracy Miniature Pressure Scanner Specifications are as follows: 1.1 General specifications: 1.1.1 Pressure Range: 15 and 30 PSID modules are required 1.1.2 Accuracy: ≤ ± 0.06 % of full scale 1.1.3 Overpressure capability: ≥ 2x full scale pressure 1.1.4 Maximum reference pressure : ≥ 30 PSIG 1.1.5 Maximum operating temperature: ≥ 60 °C 1.1.6 Minimum operating temperature: ≤ 0 °C 1.1.7 Media: Air 1.1.8 Number of pressure channels: 64 1.1.9 Required control pressure: ≤ 120 PSIG 1.1.10 Must have self-calibrating capability 1.1.11 Must have removable pneumatic connectors 1.2 Electrical/data specifications: 1.2.1 Input power: 9-36 VDC, nominal 1.2.2 Must support external data trigger 1.2.3 A/D resolution: ≥ 24 bit 1.2.4 Ethernet connection : 100 Base T 1.2.5 Data output rate: ≥ 850 (samples/channel/sec) 1.2.6 Must support standard communication protocols 1.2.7 Must support web browser interface to change settings and scan data 1.2.8 Must support LabVIEW and other common DAQ/HMI software 1.2.9 Must support IEEE-1588v2 Precision Time Protocol The provisions and clauses in the RFQ are those in effect through FAC 2005-89/07-14-16. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334513/750 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135 is required within 14 weeks ARO. Delivery shall be FOB Destination. Offers for the items described above are due by 4:30 pm 08/01/16 to NASA/Glenn Research Center, Attn: Nancy Shumaker (MS: 60-1), 21000 Brookpark Road, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAR 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.204-10, 52.209-6, 52.219-4, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-1, 52-225-13, and 52.232-33. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Nancy Shumaker not later than 07/28/16. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements such as Delivery, Maintenance, etc shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (MAR 2015), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
