Description
This is a Request for Information (RFI) to conduct market research and identify potential firms and industry interest in the effort as described herein. This request is not a solicitation. At this time, there is no solicitation available and requests for a solicitation will not receive a response. This RFI is being issued for the purpose of developing a potential viable solicitation that will best communicate the Federal Deposit Insurance Corporation (FDIC) requirements to industry. All interested and qualified firms are encouraged to respond with questions and suggestions to FDIC in order to mitigate risk if a requirement was to materialize. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. However, we highly encourage your firm to respond. This RFI is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. There is no entitlement to payment by the FDIC of direct or indirect costs or charges that arise as a result of the submission of information in response to this RFI. The FDIC shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable FDIC regulations. Respondents of this RFI may be requested to provide additional clarification information/details based on their initial submittals. This RFI does not constitute an invitation for bid, request for proposals, or request for quote, nor does the issuance restrict the FDIC's acquisition approach. Potential firms shall not consider this request as an obligation on the part of the FDIC to acquire any products or services nor as authority for the FDIC to enter into negotiations. Any information received is considered market research and may be utilized by the FDIC in developing its Acquisition Strategy, Statement of Work (SOW), performance specifications and metrics. This market research will be used to assess the availability and adequacy of potential firms prior to issuing a solicitation. The FDIC will not respond to or conduct formal debriefings to firms as a part of this RFI. The purpose of this RFI is to gain knowledge of potential qualified sources and identify potential qualified sources that are capable to provide consultation and performance measurement services that support Diversity and Inclusion Strategic Plan (D&ISP) strategies, Diversity and Inclusion (D&I) communications and discussions, D&I Executive Coaching, and embed D&I into all aspects of the FDIC culture. FDIC seeks to determine the amount of interest in firms who can provide consultation and performance measurement services that support D&ISP strategies, D&I communications and discussions, D&I Executive Coaching, and embed D&I into all aspects of the FDIC culture. The Contractor shall provide Subject Matter Expert (SME) regarding proven D&I strategies, D&ISP best practices, and, as appropriate, effective and efficient measurement of D&ISP goals, objectives, and strategies. The work to be performed by the Contractor covers current and future emerging aspects of D&I. The D&I areas of interest include, but are not limited to: •Conscious Inclusion of Diverse Employees. •Neuroscience and Unconscious Bias Impact on Inclusion. •D&I Leadership and Cultural Competence. •Generational Issues in the Workplace. •Gender issues in the Workplace. •Sexual Orientation and Gender Identity in the Workplace. •Disability Employment, Reasonable Accommodation, and Accessibility. •Diversity in the Financial Services Industry. •Managing High Performing Diverse Teams. •D&I Measurement, Analysis and Sustainability. •Employee Resource Group Engagement. •Transitioning from EEO Compliance to Diversity Inclusion. Requirements related to the areas of interest include: •Facilitate FDIC meetings, discussions, dialogues, and focus groups on organization-specific D&I issues to promote an inclusive work environment and socialization of D&I strategies in the workplace. •Provide SME and support to implement FDIC targeted D&I goals, analyze workforce data, identify barriers that impede equal access to employment activities, and develop strategies to eliminate barriers and promote inclusion. •Provide SME to support leadership engagement of the D&I EAC, OMWI, divisions, and offices to advance D&I, expand D&I strategies to the next level, respond to agency-wide D&I initiatives, develop solutions to specific D&I issues, and define D&I metrics. •Provide SME on the development of D&I communications through print materials and electronic technology to keep internal and external stakeholders appraised on notable FDIC D&I standing. •Identify and develop proposed solutions to address issues that have a perceived adverse impact on the FDIC core values - Integrity, Competence, Teamwork, Effectiveness, Accountability, and Fairness. •Consult with OMWI on the implementation of the Dodd-Frank Act Section 342 provisions. Capability package responses are due no later than noon on Monday, August 8, 2015 and shall be sent via email to the Contracting Officer, Henrietta V. Brox-Campbell - hbroxcampbell@fdic.gov. Responses to this RFI will not be returned. Firms will not be notified of the results. All questions and/or suggestions may be considered in any potential requirement. If this requirement becomes a solicitation, selected firms will be notified to provide a proposal.
