Description
SUBJECT: Notice of intent to award a Sole Source SOLICITATION NUMBER: NB6888000-16-04106 CONTACT POINTS: ARON KRISCHEL, Contract Specialist (303) 497-5417; CHENDRA CONKLIN, Contracting Officer (303) 497-5638 DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Time and Frequency Division, intends to issue a Firm Fixed Priced purchase order to a single source under the authority of FAR 13.106-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements", to Amada-Miyachi America, Inc. for the purchase of a Resistance Welder Controller that meets the following specifications: Replacement resistance welding controller, with equivalent (or better) functional capability to Amada Miyachi model 1-191-01 (catalog UB2). The controller must be fully compatible with the Amada Miyachi model 2-172-01-01 (catalog 50FUB) resistance welding head, and associated components. ***** Sole Source Justification is based on the following: ***** The controller unit in the NIST Amada-Miyachi resistance welder has failed, and being over 20 years old, the unit is not serviceable. NIST requires a replacement controller that integrates with the other parts of the Amada-Miyachi resistance welder setup. Amada-Miyachi America Inc. is the original manufacturer of the existing NIST resistance welding instrument and are the only source available for this replacement part. They have proprietary knowledge necessary to supply a replacement controller unit that is fully compatible with the other parts of the instrument. They can guarantee electrical and mechanical compatibility. NIST believes they are uniquely qualified to provide this replacement part. The North American Industry Classification System (NAICS) code for this acquisition is 333992, Welding and Soldering Equipment Manufacturing, with a size standard of 500 employees. No solicitation package will be issued. This Notice of Intent is NOT a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to aron.krischel@nist.gov. The government will consider responses received by 3:00PM, MDT, 26 July 2016. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
