Description
SOW This Sources Sought is for the installation and maintains of a Video Management System (VMS) for HSI SAC Key West. GSA is conducting market research to identify vendors' capabilities for the installation and maintains of a VMS. The following is a list of topics to focus on in your response: The Immigration and Customs Enforcement Office intends to solicit and award a firm-fixed-price contract for the purchase and installation of a new Video Management System (VMS) that is deemed to be non-operational. 1. The Contractor shall design, install and maintain the Video Management System (VMS) for HSI SAC Key West. 2. The VMS shall include; a. VMS software b. VMS Hardware c. CCTV Cameras d. Contractor shall provide a turnkey solution including all labor and material necessary to complete all Tasks. e. Contractor may be required to install new wiring including, but not limited to, communication and power support necessary for the operation of the VMS. f. All work performed shall comply with National and local codes, ordinances, regulations, and other legal requirements of public authorities, which bear on the performance of work. The Contractor is to acquire all necessary permits for the completion of this work. g. All VMS components provided by the contractor are required to meet applicable regulations, directives and guidelines for that respective activity. h. The Contractor shall complete all VMS work, test and certify the work performed has been completed, and the systems/hardware provided is in good working order. i. The Contractor shall provide User training. This training shall consist of a minimum of 2 hours and cover the use of all video security systems. 3. Network Video Recorder a. Network Video Recorder (NVR) equipment is required for the storage of CCTV images. The NVR will consist of a device with minimum recording/storage specifications of 30 frames per second, megapixel or better resolution, and the memory to capture minimum of 30 days of recorded surveillance. b. The Contractor will determine the capacity of the NVR based on the camera megapixel and 30 FPS requirements. c. The Contractor shall provide a NVR solution with a minimum of 20% free channels to allow for cameras to be added in the future. All cameras shall be powered from a central power supply located in the ESS equipment installation room specified by the Government. d. The system will consist of a digital video software package with appropriate licenses and extended storage, a fully integrated network video recorder with a minimum on board storage to store thirty days of continuous video recording at 30 FPS of megapixel resolution or better. e. Existing monitors must have the capability of being programmed to view different cameras at the same time as designated by the program office(s). The video software also needs to have the ability that if a duress alarm is activated that the closest camera to the point of alarm will take over the monitors and be displayed in full screen until reset. f. The Contractor shall provide CCTV solutions which must be Internet Protocol (IP) based. g. A detailed listing of all ESS equipment (including make and model specifications) must be provided in the contractor's bid and reviewed by the OPR Field Security Manager to ensure compliance with ICE requirements. h. Existing exterior cameras may need to be inspected and serviced (clean housing units and lenses) in order to provide a clear and detailed view of objects being viewed and recorded. i. Under the Warranty Plan the Contractor shall provide replacement parts to be utilized in the event of an equipment failure. All replacement parts will be the property of the Government. Warranty will commence on official date of use after testing and acceptance.
