Combined Synopsis/Solicitation: Awards Management Website/Software Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 220P1650624 is issued as a request for quotation (RFQ) and incorporates clauses and provisions in effect through Federal Acquisition circular 2005-89. This is a total small business set aside for the NAICS Code 541511 and the small business size standard is $27.5 mil. United States Patent Trademark Office (USPTO) seeks to purchase an Awards Management Software product that will support the United States Patent and Trademark Office's administration of the National Medal of Technology and Innovation, America's highest honor for technological achievement, bestowed by the President of the United States. USPTO administers this award on behalf of the White House and the Department of Commerce. REQUIREMENTS. The Website must: 1. Live and be hosted on the vendor's servers as a cloud-based Software-as-a-Service (SaaS) system. 2. Allow for custom branding to match USPTO website and brand. 3. Be compliant with Section 508 and other USPTO IT/software requirements. 4. Be capable of handling between 30 and 100 submissions over entire nomination window. 4.1. This window will be live approximately seven months annually, dates to be determined based on upon internal USPTO factors. 4.2. Award staff need full ability to delete, add, and manage materials behind-the-scenes. 5. Require a username and be logged in to submit nominations, but not require a fee from submitters. 5.1. Many private sector awards require a fee to submit. As a federal government awards program, we cannot charge a fee. Therefore the system will not include a pay-wall. 5.2. Be capable of gathering contact and biographical information and recommendation letters during the submission process. 6. Keep submission materials password protected and not allow for public viewing. 7. Allow for unlimited data exports. 8. Allow for at least five (5) unique staff usernames and allow for at least twelve (12) unique juror usernames. 9. Allow for customized web-based judging forms with online commenting. 9.1. Judges need to see all nominations, as well as see their own assigned nominations for review. Award staff will designate specific nominations to judges. 9.2. Judges should be able to download nominations for offline review. 10. Allow for multiple rounds of judging. 11 Each round of judging should be tracked. Typically there are two rounds of judging. 12. Provide unlimited customer support for award staff. Period of Performance - 1 year from date of award with 4 optional 1 year periods in accordance with FAR 52.217-9. (Fill in = 60 days and 5 years respectively.) Evaluation of quotes will be low price technically acceptable. Quotes must be valid for a minimum of 30 days. Acknowledgement of all amendments to this RFQ must be stated in the quote.
