- GENERAL INFORMATION INTRODUCTION/BACKGROUND This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses capable of serving the needs identified below. Background: The National Library of Medicine (NLM) develops and maintains the Hazardous Substances Data Bank (HSDB) which is a part of TOXNET, a group of databases on toxicology, hazardous chemicals, environmental health and toxic releases. HSDB focuses on the toxicology of potentially hazardous chemicals. It is enhanced with information on human exposure, industrial hygiene, emergency handling procedures, environmental fate, regulatory requirements, nanomaterials, and related areas. All data are referenced and derived from a core set of books, government documents, technical reports, selected primary journal literature and other authoritative sources. HSDB is peer-reviewed by the Scientific Review Panel (SRP), a committee of experts in the major subject areas within the HSDB scope. HSDB is organized into individual chemical records, contains over 5,800 records and is publicly accessible free of charge, via TOXNET at: http://toxnet.nlm.nih.gov Purpose and Objectives: The purpose of this procurement is to obtain professional services for HSDB to build new records, enhance and maintain existing records and to obtain support for database activities and peer-review meetings associated with these records and the database. The current HSDB unit record contains over 150 data fields with information in ten broad subject areas: 1. SUBSTANCE IDENTIFICATION 2. MANUFACTURING/USE INFORMATION 3. CHEMICAL AND PHYSICAL PROPERTIES 4. SAFETY AND HANDLING 5. TOXICITY/BIOMEDICAL EFFECTS 6. PHARMACOLOGY 7. ENVIRONMENTAL FATE/EXPOSURE POTENTIAL 8. EXPOSURE STANDARDS AND REGULATIONS 9. MONITORING AND ANALYSIS METHODS 10. ADDITIONAL REFERENCES The subject categories are further subdivided into headers and data fields. The headers group together related data fields, but do not contain information themselves. The basic unit of information is the data field. Each data field may contain one or more occurrences of information, also called data statements. Each data field, header, and subject category has associated with it a unique two to four letter mnemonic, which is used for the purposes of searching and printing. Occurrences may also have assigned sub-headers or data tags that provide specific information about the occurrence or type of data. The contractor participates in each of these activities. SSEUS is maintained by NLM and only accessed and utilized by authorized contractors, the SRP, and SIS staff. SSEUS is downloadable through a web interface. Access to the download will be granted post award and requires a username, password, and an additional authentication factor. NLM/SIS will provide login information post award. ANTICIPATED PERIOD OF PERFORMANCE It is anticipated that the period of performance shall be for a 12 month base year with two (2) 12 month option periods. It is anticipated that additional funding will be provided for each activity. An award is anticipated to be made on or around September 2016. It is anticipated that the contract will be a Labor Hour Type. CONTRACT REQUIREMENTS Task Area 1 - Create, update, and enhance HSDB records via SSEUS Task Area 2 - Quality Control (QC) review HSDB records Task Area 3 - Support the Scientific Review Panel (SRP) and peer review meeting activities and materials Task Area 4 - Complete comment incorporation for records reviewed and comments provided by the SRP and/or NLM and confirm/track updated record presence on public HSDB web site Task Area 5 - Develop and maintain a current and comprehensive collection of data sources for the HSDB / Track and request annual or periodic source updates Task Area 6 - Annual or Periodic Source Updates Task Area 7 - Special projects (i.e. identification of new sources, testing new file updating procedures, special source enhancements, assistance with chemical selection, conduct HSDB reinvention enhancements as directed by NLM, incorporate interagency agreement activities related to the HSDB record building process) GOVERNMENT RESPONSIBILITIES The government shall provide the contractor access to relevant SIS database information and interface requirements. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills, and ability to fulfill the Government's requirement. The capability statement should be complete and contain sufficient detail for the Government to make an informed decision regarding capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's business type and size; DUNS number; NAICS code, and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 1:00 pm local prevailing time on Thursday, July 26, 2016 to Suet Vu at vus@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response.
