Description
THIS IS A REQUEST FOR PROPOSAL TOTAL SMALL BUSINESS SET-ASIDE The U.S General Services Administration (GSA), Public Buildings Service, National Capital Region, announces a Request for Proposals for the St. Elizabeths Stream Restoration and Wetland Mitigation Project, St Elizabeths West Campus, SE, Wash., DC. PROJECT DECSRIPTION: The General Services Administration (GSA) is procuring Stream Restoration and Wetland Mitigation. This project is located at 2701 Martin Luther King Jr. Avenue, SE, Washington DC 20032. The project is located within a 176 acre National Historic Landmark campus site being developed for the Department of Homeland Security Headquarters. The project consists of the work required to regrade and restore approximately 1200 linear feet of stream channel and the construction of approximately 0.15 acres of new forested wetlands. The proposed stream restoration project includes relocating the origin of the project reach to begin at the proposed 24" Reinforced Concrete Pipe (RCP) upstream. The existing 24" RCP will be shortened and replaced with a 15" RCP. The remaining length will be daylighted and restored. Both the tributary and mainstem stream resources were designed as stable BA-type channels. Drop pool structures and rock-and-roll cascades have been designed to dissipate energy; maintain stable dimension, pattern, and profile along the stream continuum; and provide stable, structural habitat favorable for aquatic life use. To the greatest extent practicable, natural channel design techniques will be followed. Detailed hydrologic and hydraulic modeling have been used in conjunction with geomorphic assessments as the basis of the proposed design. Native riparian buffer plantings will be installed to augment water quality benefits, restore the forested corridor, and maintain stream bank stability throughout the project area. Wetland creation is also proposed as part of the project. The proposed wetland system will receive groundwater contributions from existing seeps and springs, as well as direct inputs via rainfall and surface water runoff. Soils will be amended to create suitable substrate for propagation of native, forested and scrub-shrub hydrophytic plants. The wetland system will create a habitat niche inside of the much larger, approximate five-acre stream and buffer restoration corridor. Other projects will be ongoing concurrently near this work and the chosen contractor will need to coordinate with the other contractors on site. The contract duration is completion within 9 months from the receipt of the Notice to Proceed. NAICS 237990 - Other Heavy and Civil Engineering Construction; small business size standard for this NAICS code is $36,500,000.00 in average annual receipts over the past three (3) years. The estimated cost range is $500,000 to $1.0 M. BONDS: Bid Bond/Guarantee shall be at least 20% of the bid price. Performance and Payment bonds will be required; each in the penal sum equal to 100 percent of the original contract. Reference FAR Part 28. Notice to Proceed will be issued after the receipt and acceptance of proper bonds. SOLICITATION: This solicitation is made under FAR 15.101-2 Lowest Price Technically Acceptable (LPTA) source selection. Lowest Price, Technically Acceptable means that the award will be made to the contractor whose price is lowest among all proposals and whose offer is deemed to be technically acceptable. The evaluation factors and significant sub-factors that establish the requirements of acceptability shall be set forth in the solicitation. The solicitation shall specify that award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. All responsible SB firms may submit an offer. Only one proposal may be submitted by each offeror. Offerors should submit proposals that are acceptable without additional explanation or information as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. The Government may make an award without discussions. Therefore, offerors will be requested to submit initial proposals to the Government on the most favorable terms from a technical and price standpoint. Proposal submission instructions will be included in the RFP. GSA anticipates awarding one firm-fixed price contract as a result of the solicitation. It is anticipated that the proposals will be due approximately 30 calendar days after the release of this RFP. The actual date and time will be identified in the RFP package. CERTAIN DOCUMENTS RELATIVE TO THIS PROJECT MAY BE DEEMED SENSITIVE BUT UNCLASSIFIED (SBU) BUILDING INFORMATION. RECIPIENT CONTRACTORS MUST BE REGISTERED AS "ACTIVE" IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) DATABASE AT WWW.SAM.GOV AND HAVE A LEGITIMATE BUSINESS NEED TO KNOW SUCH INFORMATION. SBU BUILDING DRAWINGS THAT ARE PART OF THIS PROCUREMENT WILL BE ISSUED IN ACCORDANCE WITH FAR 5.102(A)(4) ON THE SECURE SIDE OF THE FEDBIZOPPS WEBSITE (HTTPS://WWW.FBO.GOV/), TO ALLOW LEGITIMATE REGISTERED VENDORS ACCESS TO THE DOCUMENTS FOR PROPOSING AND PRICING THIS PROCUREMENT.
