- The US Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for Construction Activities for the Swope Park Industrial Area Flood Risk Reduction Project in Kansas City, MO. The work will include the construction of bank stabilization and pre-consolidation work at Swope Park Industrial Area (SPIA) in Kansas City, Missouri. The work in this contract involves clearing and grubbing, riprap placement along Blue River for bank stabilization, installing articulating concrete blocks for bank stabilization, hauling in borrow material, earthwork, some levee construction, and supporting work. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly There will be an organized site visit planned for this solicitation. The details will be included in the solicitation. If there are any changes to the scheduled site visit, the correct time and location will be included in the solicitation or amendments as applicable. At this time, four (4) options have been identified for this project. In accordance with FAR 36.204 and DFARS 236.204, the estimate magnitude if this construction project is: Between $1,000,000.00 and $5,000,000.00. This solicitation will be issued as an Invitation for Bid (IFB) and evaluated in accordance with FAR 14.1.The IFB will result in the award of a single firm fixed price (FFP) construction contract. The estimate performance period for completion of construction is 210 days from Notice to Proceed (NTP). The solicitation will be available on or about August 5, 2016 and quotes will be due on or about September 7, 2016. The solicitation, including any amendments, shall establish the official opening and closing dates and times. This procurement is competitive small business set aside with a North American Industry Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction), with a size standard of $36.5 million. For the purpose of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standards stated above. To view or download the solicitation requires registration at the Federal Business Opportunities (FBO) website at http://www.fbo.gov and www.ProjNet.Org. Downloads will be available through the FBO and the Projnet.org websites. Offerors are responsible for checking the FBO and ProjNet websites frequently for any update(s) or questions and answers to the Solicitation. The website is occasionally inaccessible due to maintenance. Any amendments will be available from the FBO website. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website. Prior to award, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and associated information will be available from the FedBizOpps website at https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check the website periodically for any amendments to the solicitation. Bid Bonds in the amount of 20% of the bid price. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.
