- SOURCES SOUGHT ANNOUNCEMENT - M00264-16-SSA-0344 The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for the National Museum of the Marine Corps. CONTRACTING OFFICE ADDRESS: Marine Corps Installations National Capital Region (MCINCR) Regional Contracting Office (RCO) 2010 Henderson Road Quantico, VA 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services. The National Museum of the Marine Corps intends to complete the existing Marine Corps story beyond the Vietnam Gallery in a project titled The Final Phase. This project entails the fabrication of new galleries that will extend the Marine Corps storyline line from 1976 to present day and add/or update other related themed exhibit spaces. The galleries will likewise depend on highly sophisticated and integrated media, artifacts, scenic developments, and other devices - from the floor to the ceiling. The scope of the current effort is to provide services to fabricate and install audio, video, and control hardware and programming for the Final Phase projects in eleven (11) galleries. This will include retrofitting existing galleries to bring those galleries in line with new design direction developed for the Final Phase project. Tasks and responsibilities for the fabrication and installation of all audio, video, and control hardware and programming will include multiple aspects, such as design, prototyping, fabrication, testing, installation of hardware and infrastructure, programming, test and adjust, trouble shooting of all combined hardware elements. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Provide Brief description of the current program/effort.: The scope of the current contract listed above is to fabricate and install audio, video, and control hardware and programming for 1) the Final Phase projects in eleven (11) galleries. List Anticipated Time Frame if you know it. The anticipated period of performance for this new effort will be a base year (30 September 2016-29 September 2017) and (4) option years (30 September 2017-29 September 2018, 30 September 2018-29 September 2019, 30 September 2019-29 September 2020, 30 September 2020-29 September 2021). List Place of Performance. Work shall be conducted at both the Contractor's site and the National Museum of the Marine Corps (NMMC), which is located at 18900 Jefferson Davis Highway, Triangle, Virginia. The Museum is located within Prince William County and subject to concurrent jurisdiction with Marine Corps Base Quantico. The NMMC is open to the general public from 09:00 AM until 5:00 PM, 364-days per year, every day except December 25. REQUIRED CAPABILITIES: The government requires the following: 1) Concept Design: The ability to provide a selection of hardware and production of concept drawings produced with enough detail to demonstrate how the audio, video, and control hardware will work to playback all media 2) Drawings: This is defined as creating design concept documents. To include the following: scaled, dimensioned and annotated two-dimensional representations of racks, other hardware, single line interconnects, hardware location plans, facility electrical distribution elevations and plans, panel schedules and any other drawings required for fabrication and later troubleshooting. 3) Prototypes: The ability to create prototypes to be used as a proof of concept and to work out design details that cannot be satisfactorily determined in other ways in order to incorporate evaluation lesson into the fabrication drawings for the final drawing package and as needed until both parties have determined that the prototype has achieved the design goals. 4) Fabrication: The ability to procure, integrate, and pre-program all hardware into equipment racks or otherwise prepare components for field installation. Ability to procure all hardware, equipment racks, projection screens, equipment mounts and all other hardware needed for a complete field installation. 5) Installation: This is defined as installation of all power and signal infrastructure needed for AV hardware, including, but not limited to cables, rigid conduit, cable trays and blocking for hardware mounts, and provision of all manpower needed to transport and install all hardware into its final position. 6) Programming/Test and Adjust: The ability to work with the AV Media contractor to load the media pieces into the AV hardware, troubleshoot, adjust, fine tune, and ensure that they work properly; verify that the media is playing back at the proper resolution, is triggering properly and is being produced at the intended level of quality; equalization of all audio tracks playing on the AV hardware and adjust programming of the AV hardware as needed to deliver a fully automated system free from operational errors. SPECIAL REQUIREMENTS No Special Requirements SOURCES SOUGHT: The North American Industry Classification System (NAICS) Code selected is 334310 (Audio and Video Equipment Manufacturing). This industry comprises establishments primarily engaged in manufacturing electronic audio and video equipment for home entertainment, motor vehicles, and public address and musical instrument amplification. Examples of products made by these establishments are video cassette recorders, televisions, stereo equipment, speaker systems, household-type video cameras, jukeboxes, and amplifiers for musical instruments and public address systems. The selection of this code is pertinent to allow for the fabrication of historical exhibits to complete the master plan for the Final Phase exhibits in the National Museum of the Marine Corps. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all sources that can provide the required services under this NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.
