- SOURCES SOUGHT ANNOUNCEMENT - M00264-16-SSA-0345 The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for the National Museum of the Marine Corps CONTRACTING OFFICE ADDRESS: Marine Corps Installations National Capital Region (MCINCR) Regional Contracting Office (RCO) 2010 Henderson Road Quantico, VA 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services. The National Museum of the Marine Corps intends to complete the existing Marine Corps story beyond the Vietnam Gallery in a project titled The Final Phase. This project entails the fabrication of new galleries that will extend the Marine Corps storyline line from 1976 to present day and add/or update other related themed exhibit spaces. The galleries will likewise depend on highly sophisticated and integrated media, artifacts, scenic developments, and other devices - from the floor to the ceiling. The scope of the current effort is to provide services to conceptualizing, producing, editing and testing of audio and/or video interactive and packaged media for the Final Phase projects in eight (8) galleries. Tasks and responsibilities for the audio visual production will be to create, produce, and load media on a permanent audio/video hardware system; and insure the media is formatted to assure it plays back error free. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROVIDE BRIEF DESCRIPTION OF THE CURRENT PROGRAM/EFFORT: The scope of the current contract listed above consists of conceptualizing, producing, editing, testing of audio and/or video interactive and packaged media for the National Museum of the Marine Corps (NMMC) located in Triangle, Virginia. LIST ANTICIPATED TIME FRAME IF YOU KNOW IT: The anticipated period of performance for this new effort will be a base year (30 September 2016-29 September 2017) and (4) option years (30 September 2017-29 September 2018, 30 September 2018-29 September 2019, 30 September 2019-29 September 2020, 30 September 2020-29 September 2021). LIST PLACE OF PERFORMANCE. Work shall be conducted at both the Contractor's site and the National Museum of the Marine Corps (NMMC), which is located at 18900 Jefferson Davis Highway, Triangle, Virginia. The Museum is located within Prince William County and subject to concurrent jurisdiction with Marine Corps Base Quantico. The NMMC is open to the general public from 09:00 AM until 5:00 PM, 364-days per year, every day except December 25. REQUIRED CAPABILITIES: The government requires Analyses, records/data management, and software maintenance support as follows: 1) Pre-Production Services: Ability of conceptualization and produce audio visual media for interactive and packaged media. The media piece(s) will be planned out in the following manner: The script will be written, storyboards will be created, research into surroundings, uniforms and weaponry will be performed (for live action shoots) and decision trees for interactive media will be generated. Pre-production audio visual treatments will be presented for review and approval. 2) Production Services: Fabrication of the audio visual treatments will begin upon approval and all elements required for media piece(s) will be procured. This includes, but limited to: live action shoots, sound effects (produced or recorded), stock images, stock footage, voice narration, video recording of live talent interview (oral histories), and musical score recording. 3) Post-Production: Assembly of the final media piece will include the production of the rough-cut edits and fine-cut edits, for each media piece and include all elements such as custom animation, character generation, open captioning, and video/audio special effects. 4) Installation: Loading and adjusting media into Government Furnished Equipment (GFE) playback system. The contractor will work with the contracted AV Media Hardware contractor to load the media pieces into the NMMC AV systems, troubleshoot, adjust, fine tune, and ensure that they work properly and consistently on the government's audiovisual system using the government's programming. The contractor will verify that the media is playing back at the proper resolution, the media is triggering properly and the media is at the being produced at the intended level of quality. SPECIAL REQUIREMENTS No Special Requirements SOURCES SOUGHT: The NAICS code selected is 512110 (Motion Picture and Video Production). This industry comprises establishments primarily engaged in producing, or producing and distributing motion pictures, videos, television programs, or television commercials. The selection of this code is pertinent to allow for the fabrication of historical exhibits to complete the master plan for the Final Phase exhibits in the National Museum of the Marine Corps. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
