See details below The Laguna Healthcare Corporation ("Corporation") is seeking proposals from firms to set up an accounting system and provide Chief Financial Officer (CFO) and accounting services for the Corporation that will advance the mission of the Corporation. The Financial Outsourcing Services shall include, setting up and establishing an accounting system for the Corporation and to provide on a temporary basis CFO and accounting services that will include the following: Directing, coordinating, maintaining, and controlling a finance system that properly reflects the financial position of the Corporation. Monitoring Corporate policies and procedures and recommending improvements. • Consulting with the management team and/or Corporation. Participates in establishing and implementing major goals and objectives, and serves as a resource in all aspects of Finance. •· Accurate internal and external recording and reporting of financial transactions. Oversees budgeting, general ledger, accounts payable and receivable, payroll, fixed asset management, etc. Ensures that Finance activities are in accordance with established all legal, regulatory, and Corporate procedures. The proposal should include a proposed timeline to set up an accounting system that will meet the growing needs of the Board. It is the Board's desire of the Corporation to be well prepared and positioned in a healthcare market that faces numerous changes at the federal, state, local and commercial levels. The Corporation benefits from its unique status under the provisions of the Affordable Care Act and the Indian Health Care Improvement Act, and it is the desire of the Corporation to remain competitive in the health care market for all of its populations including publicly and privately insured persons. It is the Corporation's intent to create a sustainable accounting system that will fully support its objectives to create and establish a system of care to meet the needs of the community. Detailed financial and capital planning will be a critical component of the Corporation moves forward with its mission. Project Objectives: Financial Outsourcing Services must accomplish the following goals: 1. Timeliness - An accounting system that is timely and is able to produce the required reports for decision making just in time to make major decisions. 2. Cost-Effective - Accounting systems have the goal of saving costs, especially when training staff. It is therefore to tailor the accounting system to the specific needs of the Corporation to avoid waste generated by a system with functions that the company will not need. 3. Informative - The accounting system is to ensure that management, the board of directors and other users of financial statements get sufficient information necessary to enable them to make informed decisions for the business. An informative accounting system should satisfy the needs of various users like managers, creditors, owners and government. 4. Reliability - A reliable accounting system that produces information that is free from bias. The accounting system must produce information that is trustworthy and dependable so users can make decisions. The information must be neutral and faithful in representing the general condition of the Corporation. Project Approach and Organization : The selected firm will work closely with the Board of Directors and other officials as necessary that will serve as a committee to work through details and provide direction to the Corporation. Please provide your firm's Approach and Organization to provide Financial Outsources Services and Final Proposal Document. Implementation Timeline: Please provide the detailed expected period of time to conduct the Project. Please note that this is an urgent priority for the Corporation. Project Costs: Please provide the Proposed Professional Fees and Total Cost to complete the Project. Proposal Requirements : All respondents must at a minimum address all of the items listed above. The purpose of this RFP is to obtain concise information regarding the respondent's ability to conduct and deliver financial services for the Corporation. A cover letter shall be included with each copy of the Proposal. The cover letter shall confirm that the respondent is willing and able to commit all necessary resources and staff as proposed. The cover letter must be signed by an officer of the firm submitting the Proposal. To be considered a qualified responder the respondent must demonstrate that his/her organization has the necessary experience, skill and financial resources to undertake and successfully complete the services and work required. The following specific information is required of each respondent: 1) Cover Letter: a) Name, address and telephone number of the respondent b) Identification of the principal contact person •c) The type of organization (corporation, partnership, joint venture, etc.) 
 including a list of participants and an organizational chart for the Project. 2) Firm Description. Background on your firm and other potential team members Identify the key personal that would be involved in the project and include brief resumes. a) CVs and/or resumes for individuals who will be responsible for the financial services especially the lead person responsible on a day-to-day basis. 3) Firm experience in Financial Outsourcing Services with experience in the health care industry similar in nature to this proposal. 4) The respondent shall provide a detailed statement of the firm's understanding of the intended plan and the approach the firm will take to accomplish the project tasks, previously outlined. 5) Provide any and all other resources and services, which will be utilized to accomplish the required tasks. 6) Proposals are sought from firms preferably with experience with Native American health programs. 7) Project timeline 8) Proposed Project Cost 9) Proof of Native American ownership (if applicable) Proposals shall be a minimum 11-point font and limited to a maximum of 25 pages, excluding the cover page and table of contents. Submit (5) copies of proposal. Proposal Criteria : 25 Previous experience in development of similar strategic plans. 20 Quality of Firm and proposed assigned staff. 20 Previous experience in the health care industry 10 Project approach 10 Project timeline 10 Project Cost 5 Experience with Native American entities Request for Proposal Submission : Proposals must be enclosed in a sealed envelope clearly labeled "Laguna Healthcare Corporation - Accounting Services" Attention: Maria Clark." Proposals must be delivered on or before by 3:00 PM MST July 29th, 2016. Office hours for receipt of proposals are Monday through Friday 8:00 a.m. to 5:00 p.m., excluding holidays. Right to accept and reject Statement of Qualifications Cost Proposal: The Corporation reserves the right to accept, or at its sole and absolute discretion, reject any or all proposals and to waive any informalities therein. It is the intentions of the Corporation to evaluate the written Proposals and select the most highly qualified responsive firm. An on-site interview may be required prior to final contract award. Respondents to the proposals acknowledge this requirement and agree to accommodate the Corporation at the firm's expense. This section is not meant to provide an exhaustive and complete scope of services. Some, all, or potential additionally items may be added to this scope of services. A final scope of services agreement will need to be arranged between Corporations and selected firm.
