- This announcement is to provide notice that The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division, on behalf of the US Army Natick Soldier Research Development and Engineering Center (NSRDEC) intends to negotiate the sole source award under FAR 6.302-1 (b)(1)(i), Only one responsible source and no other supplies or services will satisfy agency requirements, to Russells Technical Products, Inc. to support the upgrade of two existing environmental conditioning chambers in the Doriot Climatic Chambers facility. Russells is the only responsible source capable of effectively supporting this requirement, based on the following rationale: 1. The NSRDEC has a requirement for two complete modular constructed walk-in temperature & humidity test chambers installed with complete mechanical, electrical, and associated electronic control systems in order to support two existing conditioning chambers in the Doriot Climatic Chambers facility. These upgraded conditioning chambers must be able to set and maintain dry bulb temperature anywhere in the range of -80F to 160F, and must be able to set and maintain relative humidity anywhere in the range of 10% to 90% at various dry bulb temperature ranges between 40F to 160F. The extreme nature of the temperature variations that must be achieved in the chambers are without question beyond what is normally found in industrial, academic, or research facilities. The mechanical equipment that provides the abilities to reach these extremes does not exist elsewhere. It was originally designed and constructed for this facility alone. The mechanical systems that provide the refrigeration and heating of the Chambers are not off the shelf components that can be found in other commercial or research applications. This creates situations that require expertise and familiarization outside that of normal mechanical systems. 2. In response to a request for information (RFI) issued on September 29, 2015, Russells Technical Products provided documentation depicting independently originated and innovative unique approaches, along with design solutions on four similar projects that could be applied to the upgrades to the Doriot Climatic Chambers Conditioning Rooms and which met NSRDEC minimum requirements. Russells' approach to completing the upgrades to the Conditioning Rooms was unique and innovative because not only did they demonstrate that they had the technical expertise to work at extreme temperature settings, but their technical approach to develop a design solution would allow the larger chambers to remain fully functional during the execution of the work. The ability to continue conducting highly advanced testing of innovative equipment for the Warfighter during the upgrade of the conditioning rooms is critical to the mission accomplishment of the Chambers. This will prevent any unacceptable interruptions to Doriot Chambers' ability to perform its core mission and will limit any delays to test state of the art equipment for the Warfighter. Russells Technical Products has proposed a design solution for the upgrades of the Conditioning Rooms that, when completed, will meet the NSRDEC's requirements, and allow the NSRDEC to maintain temperature settings within variances that far exceed what can be achieved with the existing Conditioning Rooms. While this notice is not a request for competitive proposals, responsible parties purporting to have the requisite credentials and capabilities to provide this service in fulfilling the agency's requirements must furnish, in writing, factual information, which clearly supports and demonstrates their ability to sufficiently provide these services, within 15 days to Mr. Michael Vincent, Contracting Officer, by email at Michael.w.vincent@mail.mil. Any questions regarding this notice must be in writing only; no telephonic replies will be accepted. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer. The Contracting Officer for this action is Mr. Michael Vincent.
