Description
Description: The U.S. Army Office of the Project Manager for Maneuver Ammunition Systems, Picatinny Arsenal, NJ is seeking sources for the production of the following items: 5.56mm Single Round, Dummy Drilled Inert (DDI), M199A1 (DODIC AB46); 7.62mm Singe Round, DDI, M63A1 (DODIC AB47); Cal.50 DDI, M2A1, Linked (DODIC AB36); and Cal.50 Single Round, DDI, M2A1 for M2 & M1 (DODIC AB48). This family of DDI cartridges are employed for Soldier training and in some instances as a field weapon gage. The cartridges provide the Soldier with a safe and effective training experience during basic Warrior Skills training such as chambering and clearing weapons and ammunition familiarity and can be re-used a minimum of twenty five (25) iterations. In some instances, the cartridges are used to perform verification of proper weapon setup after maintenance procedures due to their Profile & Alignment (P&A). These cartridges are designed to be compatible with existing associated calibered weapons and lubricants, to include being used in standard linked or single round configurations. These cartridges are completely nickel plated to distinguish from live ammunition, so that even the most untrained Soldier can immediately distinguish if a live round is introduced. The cartridge cases have six (6) corrugations described as flutes to support tactile identification (limited visibility scenarios). Each cartridge is composed of the representative tactical bullet and cartridge case with tailoring for DDI Technical Data Package (TDP) requirements. No primer, propellant or weight fill is employed within the cartridge case of these DDI cartridges. 5.56mm Single Round, DDI, M199A1 (DODIC AB46), and 7.62mm Singe Round, DDI, M63A1 (DODIC AB47) are packaged in single round/carton configurations. The Cal.50 DDI, M2A1, Linked (DODIC AB36), is already packaged connected with associated M9,.50 Caliber Link. The Cal.50 Single Round, DDI, M2A1 for M2 & M1, (DODIC AB48), is provided in carton configuration and linked in the field by Soldiers. Specifications: The 5.56mm DDI, AB46 will be produced in accordance with 1) Specification: MIL-DTL-3498 Rev C W/AMENDMENT 4 dated 30 October 2015, CARTRIDGE, DUMMY (For Small Arms); 2) Drawing: 13023595 Rev A dated 03-07-2016, Cartridges Loose Carton Pack 5.56mm M199A1 Dummy. The 7.62mm DDI, AB47 will be produced in accordance with 1) Specification: MIL-DTL-3498 Rev C W/AMENDMENT 4 dated 30 October 2015, CARTRIDGE, DUMMY (For Small Arms); 2) Drawing: 13023597 dated 01-07-2009, Cartridge 7.62mm Dummy M63A1 Packed 20 Cartridges/Carton:23-Cartron/Box, Ammunition, MsA1;2-Box,M2A1/Box, Wirebound (Total 920 CTGS/Box, WBD). The Cal.50 DDI, AB36 will be produced in accordance with 1) Specification: MIL-DTL-3498 Rev C W/AMENDMENT 4 dated 30 October 2015, CARTRIDGE, DUMMY (For Small Arms); 2) Drawing: 13021027 Rev B dated 08-14-2015, Cartridges Linked Bare Pack, Cal.50, M2A1 Dummy. The Cal. 50 Cal DDI, AB48 will be produced in accordance with 1) Specification: MIL-DTL-3498 Rev C W/AMENDMENT 4 dated 30 October 2015, CARTRIDGE, DUMMY (For Small Arms); 2) Drawing: 13023599 Rev A dated 08-11-2015, Cartridges, Bulk Pack, Cal.50, M2A1 Dummy. The performance specifications are marked Distribution Statement "D", distribution authorized to Department of Defense and U.S. DoD contractors only. Planned Acquisition: The anticipated total combined buy for the manufacture and delivery of AB46, AB47, AB36 and AB48 is 1,000,000 - 3,000,000. The Government plans to award an Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed Price contract for the period of FY18 through FY22. Submission Information: Request interested parties provide their capability for providing all four (4) DDI cartridges to include the following information: 1. Description of facility where cartridge cases will be produced. 2. Plan for controlling case dimensions and inspecting plating thickness so that nickel plating will not fail case and cartridge dimensional requirements. 3. Lead times to include current and planned production capacities and a list of potential suppliers for each of the cartridge components. 4. Explanation of the process to protect case mouth when fluting the case. 5. Experience with coating and plating to prevent loss of coating and methods to prevent chemicals, cleaners, or wash compounds from entering the case during plating and pre-plating operations. 6. Explanation of process to comply with Major 105 "No loss of coating in any location" 7. Capabilities to maintain Profile & Alignment (P&A) after each manufacturing operation (i.e. case fluting, assembly, nickel coating, and material handling). 8. Process/Plan to control bullet extraction force, bullet crimping and rework for internally reworking cartridges that fail to meet a minimum bullet pull force. 9. Rough Order of Magnitude Unit Price for each cartridge. All responsible interested sources are encouraged to submit their capability/qualification data with regard to the above, no later than 19 August 2016 to: U.S. Army Contracting Center, Attn: Mark Stevens, Rock Island Arsenal, IL or at mark.d.stevens.civ@mail.mil. Please include company name, address, telephone number, and technical point of contact, brochures/literature/test data. Firms interested in the production of the AB46, AB47, AB36 and AB48 should adequately describe their capabilities, capacity and experience in the production of same or similar small caliber ammunition. Interested sources shall also submit any backup data to support claims that their production process will conform to the above mentioned drawing requirements (a copy of the drawings may be requested from the Point of Contact listed above). In addition, the ability and past experience related to acting as a prime contractor to inspect, handle, package, and ship the necessary components shall be provided.
