THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veteran Affairs is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFQ or RFP, if any is issued. If a solicitation is released, it will be synopsized on the GSA eBUY website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. NextGen LOGIQ e R7 digital ultrasound system Background: This ultrasound system will be used to measure the dimension and structure of the quadriceps muscle of the thigh. Also, the measures of the dimension and structure of the quadriceps muscle of the thigh are needed to determine the benefits of novel strategies of pulmonary rehabilitation in veterans with COPD. Scope: The NextGen LOGIQ e R7 digital ultrasound system will be used to measure non-invasively the short-term and long-term effects of novel pulmonary rehabilitation strategies of the dimension and structure (echo intensity) of the quadriceps muscle of the thigh of veterans with COPD. Tasks or Requirements ? The hardware must be able to precisely and accurately display anatomy and motion of the quadriceps muscle in patients with COPD. ? In the system must allow the investigator to outline with a movable cursor on frozen image the inner echogenic line of the rectus fascia ? The system must have computer hardware and software (including ability to provide fast reconstruction of anatomical sweeps, ultrasound planimetric software, automatic recall of scan parameters, and side-by-side comparison of images) for data acquisition and analysis. Selection Criteria: The ultrasound system must accurately image the quadriceps muscle of patients with COPD. The ultrasound images must be of high quality to allow proper identification of the inner echogenic line of the rectus fascia and to permit echo intensity analysis. Other requirements are listed below: ? A study definition and planning feature (randomization) must be available to pre-define and manage the structure within which experimentation sessions will take place, i.e. to record study information, define study groups and optionally pre-define subjects and assign them to study groups. The structure implemented during study planning (randomization) must be maintained throughout the duration of the study, including data review and reporting. During an experimentation session, experimental data must be generated and stored in a database. The system must enable one study to include a number of experimentation sessions, and thereby allow the data collection to be spread out over a timeframe that meets the scheduling needs of the particular study (days, weeks and months). ? The system must have the ability to create a template with acquisition configuration details which determine the basic image contrast and ultrasound wavelength for each measurement site, the devices to be controlled, the data to be collected and the automation that may be used. ? The system must enable the use a combination of automation scripts and manual user inputs to control device functionality, and acquire, record, and annotate data throughout the course of the experiment. Data collected during the session must be available for viewing, browsing and exporting in a number of ways while the session is active, with the ability to study multiple subjects consecutively. ? The system must enable the graphical presentations of single datasets (i.e., imaging) to be saved in the research drive. Furthermore, raw data, model parameters and results of the software's calculations must be able to be exported in a variety of formats (including JPEG) for additional data analysis or reporting. ? The system must equipment with linear ultrasound probe and a curvilinear ultrasound probe. ? The linear and curved probes should ensure ultrasound tissue penetration of at least 10 cm.
