Description
This announcement is for the selection of an Architect-Engineer (AE) for an Indefinite Delivery Indefinite Quantity (IDIQ) design contract. The location of the projects will be at the 1500 E. Woodrow Wilson Drive, Jackson, MS 39216. Work will be required on an "as needed" basis and will be awarded by use of Firm Fixed Price Task Orders. The Government intends to award a Firm Fixed Price Contract. All potential offerors must provide a SF 330 containing all required information listed below. The form format must be the SF 330. CONTRACT INFORMATION: The AE IDIQ contract may be used for a wide range of design services. Primarily the Task Orders will be used, but not limited to, design of new commercial/industrial type facilities and to design renovations of existing facilities. All contract awards will incorporate the Scope of Work. Expected A-E services may require any combination of the following: Title I - Site Investigation Services, Title I - Design Services, and Title II - Construction Period Services. This contract is being procured in accordance with the Brooks AE Act as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6 and Veterans Administration Acquisition Regulation (VAAR) 836.6. Firms will be selected for presentations based on demonstrated competence and qualifications for required work. This contract is set-aside 100% for Service Disabled Veteran Owned Small Business's (SDVOSB) capable of completing work under the North American Industrial Classification System (NAICS) code 541310, 541320 and 541330. The contract will be awarded for one (1) base year and will contain an option to extend the contract for two (2) additional one year periods. Total value of the contract shall not exceed $4,500,000.00 with a minimum $1,500,000.00 guaranteed. The minimum guarantee for the entire contract term (including option years) will be satisfied by the award of the initial Task Order. A Firm Fixed Price (FFP) contract will be awarded. Synopsis: The G.V. (Sonny) Montgomery VA Medical in Jackson, Mississippi is seeking information from professional Architectural/Engineering (AE) firms for Project #586-398, Construct New Parking garage. The AE firm will be responsible for furnishing all necessary professional services, equipment, labor, materials, supervision, tools, testing and specialty services (i.e., Certified Industrial Hygienist (CIH), AHERA Project Designer, TAB Contractor) to perform a design for this Non-Recurring Maintenance (NRM) project. The scope of work includes, but is not limited to, site investigation, designing and preparing drawings, phase planning, specifications, cost estimates, and construction period services for all disciplines. The proposed AE firm and its subcontractors shall perform its services consistent with the professional skill and care ordinarily provided by AE's practicing in the same or similar locality under the same or similar circumstances. The proposed AE firm shall perform these services as expeditiously as is consistent with such professional skill and care and the orderly progress of the project. GENERAL SCOPE: The A/E shall provide all architectural and engineering services as defined herein to accomplish complete drawings, specifications, and cost estimates for the following work: This project will add a 4 story parking garage of approximately 140,000 square feet to the existing property at the G.V. (Sonny) Montgomery VA Medical Center. The existing site shall be evaluated along with a traffic flow study for an efficient and useful location of the new garage. A thorough site investigation shall be completed to determine any and all utilities that will be affected. A site study shall also be performed to evaluate all impact the project will have on any environmental impact including new site drainage/rain water flow The contract documents will include all disciplines associated with the construction of the project. A third party licensed Fire Protection engineer to be obtained by A/E for documented review of all contract documents. Results to be provided to VA for review. In the event of mechanical system equipment installation, the A/E shall perform or provide for complete system commissioning including all testing and balancing. The project work shall be in accordance with and in compliance with the Department of Veterans Affairs directives, design manuals, master specifications and other guidance available for download at the Department of Veterans Affairs Office of Construction & Facilities Management (CFM) Technical Information Library (TIL) website: http://www.cfm.va.gov/til/index.asp The design of architectural, structural, mechanical, electrical, civil or other engineering features of the work shall be accomplished by registered or certified architects or engineers within the Continental United States. The AE shall, when requested, without additional expense to the Government be responsible for obtaining any necessary licenses and permits in connection with performance of this contract of any possible construction based on the results thereof (including but not limited to, reports, plans, specifications, location, time, estimated cost of construction or estimated Value Engineering savings) or except to authorized Government personnel or upon prior written approval of the Contracting Officer. AE firms submitting SF330's for review under this project will be evaluated based on the following selection criteria: 1.) Professional qualifications necessary for satisfactory performance of required services; 2.) Previous Experience of Proposed Team-provide the specific experience and qualifications of the personnel as Key Personnel for this project. 3.) Specialized experience and technical competence in the type of work required; 4.) Capacity to accomplish the work in the required time; 5.) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules 6.) Location in the general geographical area of the project and knowledge of the locality of the project. Firms must be within a 300 mile radius of the G.V. Sonny VA Medical Center. Google Maps will be used to determine this location factor. 7.) Acceptability under other appropriate evaluation criteria. The primary NAICS code 541330 is applicable to this requirement. The small business size standard is $15M. This requirement is 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) concerns under the authority of 38 U.S.C. section 8127 (d). All AE firms seeking consideration under this requirement will be checked with the Center for Verification & Eligibility (CVE) both at the time of submission and prior to award. To be eligible to submit an offer or receive an award all AE firms must be viewable and listed in the Vendor Information Pages (VIP) at www.vetbiz.gov. Only verified SDVOSB are eligible to submit an offer or receive an award that is set-aside for a SDVOSB in accordance with 38 CFR Part 74. AE firms that are not verified and viewable in vetbiz at the time of submission of offer or at the time of award shall be determined as "to no be an interested party and its proposal will not be considered further nor will be considered for award). Project 586-398 Construct New Parking Garage will be procured in accordance with The Brooks Act of 1972, Federal Acquisition Regulation (FAR) 36.6 and VA Acquisition Regulation 836.6. Interested AE firms must submit one (1) electronic copy of the Standard Form (SF) 330 in "Adobe Acrobat Pdf" format. Submissions must be received No Later Than 12:00pm CT on July 26, 2016.
