FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT ISSUED 07/20/2016, CLOSES 08/08/2016 THIS IS A SOURCES SOUGHT ANNOUNCEMENT (SSA) WHICH SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR QUOTATIONS, OR A REQUEST FOR PROPOSALS. THE REQUEST FOR THIS INFORMATION BY THE GOVERNMENT IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SSA OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. All responses will be treated only as information for the Government to consider. Those responding will not be entitled to payment for direct or indirect costs that they incur in developing a response to this SSA. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work / Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. This SSA is a market survey to identify potential sources to provide test equipment, associated technical data and training for the Satellite Tactical Command System, AKA the Joint Tactical Terminal - Senior (JTT-Sr), AN/USC-62A(V). The Government plans to establish an organic core depot to repair the JTT-Sr and its Line Replacement Unit/Shop Replacement Unit (LRU/SRU) components. The JTT-Sr LRUs include: Receiver/Exciter (R/E), Trays, Power Conditioner, Chassis, and RF Power Amplifier. The SRUs include: Red Power Supply Circuit Card Assemblies (CCA), Black Power Supply CCA, Programmable Crypto Module CCA, Demodulator CCA, Modulator CCA, Receiver CCA, Red Master Single Board Computer (SBC), Red Slave SBC, Black Processor SBC, ancillary equipment and cables. A multi-functional test station with associated Test Program Set (TPS) software will enable depot technicians to troubleshoot the JTT-Sr/LRU/SRU, diagnose, and isolate failures to the component level. The test station and TPS software will be installed at the Depot. Initial training will be provided to depot personnel, along with consultation during the validation of Depot repairs. The Government may be interested in pursuing a public/private partnership to help transition the system to a Government depot. The Government has Government Purpose Rights for a limited amount of JTT-Sr technical data. Potential sources should have full JTT-Sr data rights and working knowledge of the JTT-Sr system and its LRU/SRU components. The contract will include development of the test station & TPS, diagnostic procedures for trouble shooting R/E, LRU/SRU and training for core depot technicians. This SSA is not a request for proposals. Contractors who believe they possess the requisite experience and expertise to meet these requirements should respond in writing. The response must include documentation/technical information demonstrating that the supplier can provide the required hardware, logistics, and engineering services to provide a test station, TPS, and training for the JTT-Sr and its LRUs/SRUs. Interested sources shall submit their responses via email addressed to all Points of Contact (POCs) listed in this SSA. The Government will follow-up with vendor if additional information is needed to determine if the vendor possess qualification to perform the task. Interested vendors shall include the following information with their submittal: • Provide information to demonstrate experience working on JTT-Sr and its LRU/SRU or similar system. • Provide plan of providing a multifunction Test Station and TPS with adequate technical data. • Provide information on company, current business with DoD such as contract numbers, Government POCs, and products. All submissions must include full company names, locations, CAGE Codes/DoDAAC. POCs to include, name, position, office, mobile telephone numbers, and email address. All interested sources shall respond to this SSA No-Later-Than (NLT) Close of Business 8 Aug 2016.
