- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD- 16-121 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-78. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to award a purchase order to Thermo Electron North America LLC, 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL 33407-1976. This is pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. NIDDK Intramural Research Program, Advanced Mass Spectrometry Core Facility has a requirement for maintenance of one Thermo Q-Exactive mass spectrometer and 1 Thermo EASY-nLC-1000 LC system. This equipment is very specialized and maintenance involves significant expertise and spare parts not easily accessed by staff. The NIDDK's Thermo Q-Exactive and Thermo Easy-nLC-1000 instrument pairing are the primary instrument pairing used for peptide centric high to moderate complexity analysis. This instrument pairing improves instrument interoperability and frees up other resources for other problem areas. Thermo Electron North America provides over the phone diagnosis of instrument problems by engineers off site and then for these engineers to drop ship multiple potential "fix kits" to address technical issues. This leverages our trained staff and accelerates repair. Therefore, the contractor or supplier will supply maintenance services that meet or exceed the following specifications: ~ Unlimited number of demand on-site service visits with a maximum 72-hour response ~ Engineer labor and travel included ~ Priority status for technical support inquiries ~ One (1) Scheduled Preventative Maintenance visit ~ Coverage for Thermo Scientific supplied personal computers ~ Factory-certified replacement parts included ~ Software updates and notifications ~ Subscription to e-Support Online Technical Resources Offers will also be evaluated on best value in relation to price. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by August 4, 2016 by 10:00am EST. via email or postal mail.
