- Applicable Provisions and Clauses SPECIFICATIONS-STATEMENT OF WORK--FINAL COMBINED SYNOPSIS/SOLICITATION SB1341-16-RQ-0669 Spindle Motor Repair for Mikron HPM 600U HD I. AUTHORITY AND INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13.5 Simplified Acquisition Procedures. This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88-1 effective 6/15/2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $7.5 Million. This acquisition uses unrestricted competition procedures. II. GOVERNMENT'S REQUIREMENTS: The National Institute of Standards and Technology's (NIST) needs the return of the existing machining center to manufacturer's specifications and accuracies with the replacement of the spindle motor. III. DELIVERY: The Vertical Machining Center must be delivered within 180 days of the date of award. The items shall be shipped F.O.B. Destination to: The National Institute of Standards and Technology 100 Bureau Drive Building 304, Shipping and Receiving Gaithersburg, MD 20899 FOB DESTINATION MEANS: The contractor shall pack and mark any shipments in conformance with carrier requirements, deliver the shipments in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. IV. EVALUATION CRITERIA AND BASIS FOR AWARD: The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, is the lowest price, technically acceptable quote. Technically acceptable means that a quote demonstrates that a Contractor is capable to meet or exceed the requirements specified in the attached SPECIFICATIONS-STATEMENT OF WORK document. A quoter who fails to demonstrate that it is capable of meeting the minimum requirement s of the SPECIFICATIONS-STATEMENT OF WORK will not receive consider for award. NIST reserves the right to determine whether a quote is technically acceptable or not technically acceptable. Price will be evaluated to determine whether: 1) the total quoted price is consistent with the technical portion of the quote; and, 2) the total quoted price is a fair and reasonable overall price to the Government. V. REQUIRED SUBMISSIONS: To be considered for award, the contractor shall submit a quote which, at a minimum, includes the following: 1. A technical quote containing: Spindle Motor Repair Services: Sufficient information to demonstrate its understanding and ability to meet the government's requirements, providing concise and detailed discussion of its intended approach for fulfilling the requirements defined in SOW. The contractor may include any other information that it deems necessary. 2. A firm-fixed-price quote for all requested item(s) meeting the requirements of the Statement of Work. 3. If the Contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" [Contractor shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the Contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quote in response to this solicitation will be regarded as the Contractor's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order. 4. The DUNS number for the quoter's active System for Award Management (SAM) registration. A quoter must have an active SAM registration at www.SAM.Gov to receive an award. 5. A completed version of all required solicitation provisions (see attached provisions/clauses document - required submissions highlighted in blue). The provisions and clauses contained in the attached "Applicable Provisions and Clauses" document apply to this solicitation and will be incorporated into the resultant award, if applicable. VI. IMPORTANT CONSIDERATIONS: 1) This procurement IS NOT being conducted under a GSA Federal Supply Schedule (FSS) Program Contract or a Government-Wide Area Contract (GWAC). If a contractor submits a quote based upon a GSA FSS Program Contract or a GWAC, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the GSA FSS Program Contract or GWAC; and, the statement required above shall be included in the quote. 2) The Contracting Office may, if necessary, request a revised quote(s) prior to award. VII. ATTACHMENTS: SPECIFICATIONS-STATEMENT OF WORK--FINAL Applicable Provisions and Clauses VIII. DUE DATE FOR QUOTES & QUESTIONS: E-mail quotes are required. Quotes must submitted to Mario Gray using the e-mail address: Mario.Gray@nist.gov, by 8/1/2016 3:00 P.M. Eastern Time. A quote shall be considered received when it is received in the electronic inbox of Mario Gray not later than the date and time identified herein. Quotes submitted after this time will be considered late and may be subject to rejection due to noncompliance with the solicitation submission requirements. FAX quotes will not be accepted. All questions regarding this notice must submitted to Mario Gray using the e-mail address: Mario.Gray@nist.gov, by 7/22/2016 3:00 P.M. Eastern Time. Questions submitted after this date may not be addressed by the Government prior to the quote submission due date.
