Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.0002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are potential Small Businesses with the capabilities and experience to perform the required work. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). THE RFP RESULTING FROM THIS SOURCES SOUGHT NOTICE WILLB E ISSUED SEPARATELY AND ADVERTISED ON THE Federal Business Opportunities Website ( https://www.fbo.gov ). The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competion (unrestricted). PROJECT INFORMATION: The US Department of Labor, Office of Job Corps, has a requirement for a qualified contractor to perform multi-phase interior renovations in leased Buildings 12, 13, 15, 16, and 17 located at the Cascades Job Corps Center. The work includes, but is not limited to, the removal of existing carpet and asbestos containing vinyl tile flooring and replacement with new carpet tile and vinyl composition tile, painting of ceiling services, and repair of toilet room and shower room ceramic floor and wall tile in Dormitory Buildings 12, 15, 16 and 17 replacement of interior stir safety treads and landings at Buildings 12 and 16, and painting of the Dining Room wall and ceiling surfaces located in Dining Hall, Building 13. The estimated price range is between $1,000,000 to $5,000,000. The estimated construction duration is 242 calendar days. WHO MAY RESPOND: Interest in this Sources Sought announcement is open to certified small business contractors, relative to the primary NAICS 236220. Commercial and institutional Building Construction. As specified within FAR 4.1102, all intereswted small business General Construction Firms shall be registered via the System for Award Management (SAM) internet site at http://www.sam.gov/portal/public/SAM/prior to award. SUBMISSION REQUIREMENTS: All interested general contractors shall include within their Capabilities Statement package, the following concerning their firm but not limited to: their company's name, DUNS number, business address, telephone number(s), and small business type/status. Your statement of qualifiecaitons must provide sufficient information that will demonstrate the experience of your firm in the following areas: Pertinent factors for consideration of qualifications in order of importance. 1. Previous projects of similar scope and value: A. Contractor has completed three or more major multi-phase renovation projects located on operating high school or college campuses with a $1M to $5M constructed value within the last 5 (five) years. General Contractors shall have also completed at least two projects including hazardous materials remediation witin the last five years. Provide previous project examples that include the location of the project (city and state) the project owner, and a brief and concise description of the project scope, a comparison of the construction budget versus construction award value, and the final contract award. 2. Project Location: Contractor has completed three or more projects in the region of country the project is located in the last five years indicating familiarity with state and local codes, environmental conditions, and economic conditions. Using the previous project examples indicate the location of the projects (city and state). 3. Cost control, project schedule, and quality of work: A. Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. B. Contractor has a proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous examples indicates the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value of each project. C. General contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. 4. Financial Capabilities: General contractor is in sound financial standing with no claims or liens. General Contract has sufficient financial capacity to bond a project in the $1M to $5M range.
