Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD- 16-136 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-78. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to award a purchase order for the purchase of a spectrometer with CD and fluorescence measurements capabilities, including capabilities for temperature-dependent measurements and for time-dependent, stopped-flow measurements. The Laboratory of Chemical Physics, NIDDK carries out structural studies of biological assemblies, including HIV-1 protein and peptide assemblies. This research requires circular dichroism (CD) and fluorescence spectroscopy measurements to evaluate protein conformation, protein assembly state, and kinetics of protein assembly formation. The requested spectrometer will enable new studies of the structure, stability, and kinetics of HIV-1 protein assemblies. The contractor or supplier will supply circular dichroism/fluorescence spectrometer that meets or exceeds the following specifications: 1. The spectrometer must be capable of circular dichroism measurements over the 163-950 nm range, with root-mean-squared noise less than 0.004 mdeg at 185 nm and stray light less than 0.0003% at 200 nm. Wavelength scanning must be possible up to at least 5000 nm per minute. 2. The spectrometer must be capable of fluorescence emission and fluorescence excitation measurements over the 200-750 nm range. It must be possible to record CD and fluorescence spectra simultaneously. 3. The spectrometer must be capable of variable-temperature measurements over the range from -40 C to +130 C using a Peltier sample cell holder, with temperature accuracy of 0.5 C. It must be possible to vary the temperature at rates up to 1 C per minute. 4. It must be possible to control and vary sample temperatures and CD/fluorescence wavelength ranges automatically through appropriate software, allowing CD and fluorescence spectra to be recorded at a desired series of sample temperatures without operator intervention. Two sample cells must be included. 5. The spectrometer must include capabilities for stopped-flow fluorescence and CD measurements, including two sample syringes, a mixer with dead-time less than 2.5 ms, and Peltier temperature control for the sample syringes and the measurement cell over the 5-60 C range. It must be possible to vary the mixing ratio from the two syringes, between 1:1 and 1:20, with flow rates up to 5 milliliters per second. 6. The spectrometer must include all software for instrument control, data acquisition, and data analysis. 7. The contractor or supplier will deliver and install the complete spectrometer system at the NIH in Bethesda, Maryland that will demonstrate that all specifications are met, and will provide training in the operation of this system to members of the NIDDK research lab. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items, with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
