Description
NEWPORT ELECTRICAL UPGRADE AND GENERATOR INSTALLATION The US Geological Survey (USGS) operates the Newport Magnetic Observatory near Newport, WA. The observatory is on 35 acres of US Forest Service (Colville National Forest) property and includes an occupied quarters building, a garage, four magnetic instrument buildings, and a seismic vault. This project has two components. The first component is the upgrade of the electrical in the four magnetic instrument buildings, consisting mostly of modernizing service connections, panels, and disconnects/breakers, with some interior work to modernize switches, receptacles, etc. The second component is the installation of an 80 kW diesel backup generator system, which includes an automatic transfer switch (ATS), underground wiring, and a fuel tank. Trenching and backfilling will be required; approximately 750 feet, eight inches wide by three feet deep. The generator pad is existing (concrete), and will host both the generator and tank. This backup generator system will support all four magnetic instrument buildings and the seismic vault, which in turn will support the science data collected on site. USGS has an existing generator, diesel tank, and ATS. None have been tested or verified functional. We will ask prospective contractors to give us a base quotation for this work, assuming we will provide a functional generator, diesel tank, and ATS. All other parts/materials will be the contractor's responsibility. We will also ask for optional pricing to provide each component. We have an external funding partner who has expressed interest in supporting the purchase of a new generator, diesel tank, and ATS, if the price impact is not unreasonable. Full project details will be provided in the forthcoming Statement of Work (SOW). Payment protection (either a payment bond or irrevocable letter of credit) will be required; performance bonds will not be required. The estimated magnitude of this project is between $25,000.00 and $150,000.00, and is largely dependent on whether we use the existing generator or purchase a new one. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. Prospective contractors must be registered general or specialty contractors in an appropriate field (e.g. "electrical") in the State of Washington at the time quotations are due to be considered for this project. All subcontractors used must be appropriately licensed, as well. The USGS contemplates award of a firm-fixed price contract. The request for quotations (RFQ), including a detailed SOW and contractor evaluation criteria, will be available on or after 08/08/2016. Site visit opportunities will be provided; prospective contractors are urged and expected to visit the site prior to submitting a quotation. Interested parties may contact the Contracting Officer identified below by email to be added to the interest list or to inquire about a site visit. The applicable North American Industry Classification System (NAICS, 2012) code is 238210, "electrical contractors and other wiring installation contractors." The associated size standard is $15.0M in average (three year moving average) annual revenue. The applicable Product Service Code (PSC) is Z2MZ, "repair or alteration of EPG facilities, other."
