- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command (ACC) intends to award a sole source, firm fixed price contract to Humansystems, Inc. (HSI) located at 111 Farquhar Street, Guelph, ON N1H 3N4, Canada, to provide one (1) Load Effects Assessment Program - Army (LEAP-A) system for the U.S. Army Aberdeen Test Center. The LEAP is a formally recognized, Joint and Multinational common platform for analyzing mobility and performance for a range of combat movements and tasks. The LEAP A system is an instrumented obstacle course of repeatable and relevant Warfighter tasks to measure the effects of clothing and individual equipment (CIE) configurations and combat loads on Soldier physical performance. HSI is the LEAP-A manufacturer and owns all proprietary data related to the system's tracking, database builder and configuration utility software. No other system offers the required capabilities without unacceptable delays in fulfilling the requirement and/or substantial duplication of cost to the Government. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
