AAS Services Catalog AAS Services Framework Sources Sought Synopsis THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE. This synopsis is not to be construed as a commitment on the part of the Government to award a contract nor does the Government intend to directly pay for any information or responses submitted as a result of this solicitation. Contract efforts are subject to Federal Acquisition Regulation (FAR) 52.232-18 availability of funds. This is a Sources Sought Synopsis; there is no solicitation available at this time. This Sources Sought Synopsis is published for market research purposes only. Companies may be contacted if further information is needed. The purpose of this Sources Sought Synopsis is to seek new competition for future work pertaining to the AAS scheduled to begin 29 August 2017. The Government anticipates the AAS effort will be a single-award indefinite delivery indefinite quantity (ID/IQ) contract for a period of seven (7) years to commence on or about August 2017. Contract types are expected to be Firm-Fixed Price, Cost-Plus Fixed Fee, or Cost Reimbursable. Headquarters Air Force Materiel Command (HQ AFMC), Air Force Life Cycle Management Center, and Business Systems Division (AFLCMC/HIB) at Wright Patterson Air Force Base is seeking information from contractors interested and qualified to provide technical support and services, system analysis, design, development, operations, and maintenance expertise for the AAS program, along with the related suite of products. The AAS requires personnel who have an extensive knowledge of the technical capabilities used on the AAS platform or similar platforms, and an understanding of the aspects unique to deploying applications to Government cloud computing facilities. The AAS is an Acquisition Category (ACAT) III Service-Oriented Architecture (SOA) platform that is a modernization effort of the Legacy System Metric and Reporting Tool (SMART). AAS has begun to modernize SMART by implementing SOA-compliant standard protocols (Representational State Transfer (REST) and Simple Object Access Protocol (SOAP)) in a common computing environment (CCE). AAS seeks to integrate acquisition Information Technology (IT) systems and/or capabilities into an extended catalog of service offerings that will mature over time as more systems transition onto the AAS platform. The AAS program vision is to deliver capabilities that provide the Acquisition community with a single, flexible, integrated framework for building, discovering, and executing Acquisition processes and applications. The mission is to provide Acquisition personnel with "one-stop shop access" for performing tasks and executing processes thereby allowing for Acquisition reporting functions to become by-products of work being performed. The AAS allows the Government to realize the vision of consolidating Acquisition Domain data by creating a single environment for Acquisition professionals to perform and accomplish their work. The AAS will provide additional value in creating information through the use of data analytics. This is accomplished by extracting data from multiple sources, to include the Federal Procurement Data System-Next Generation (FPDS-NG), SMART, Google Finance, Dun & Bradstreet, System for Award Management (SAM), and others utilizing Structured Query Language (SQL) Server Integration Services (SSIS) and other Extract Transform and Load (ETL) technologies. The data repository is processed and deployed to a Multidimensional Online Analytical Processing (MOLAP) cube, utilizing SQL Server Analysis Services (SSAS), which creates dynamic filters and pre-aggregated calculations for effective and timely data retrieval. This cube and its data contents are made available to users through Microsoft® SQL Server TM Reporting Services (SSRS) reports. Responses are limited to ten (10) pages (Title Page/Cover sheet and Table of Contents do not count against the ten (10) page limit, but fold-outs do count against the ten (10) page limit), single-sided, page size of 8.5" X 11", 12-point font, 1" margins, using Microsoft Word. Information should demonstrate the experience necessary to successfully support the AAS program. Past project references must relate to the experience described in this announcement.
