Draft AFCEC Fire Suppression Training PWS_21 July 2016 21 July 2016 MEMORANDUM FOR: ALL FEDBIZOPPS CONTRACTORS FROM: 722 ESS/PKD SUBJECT: Request For Information (RFI) for Onsite Air Force (AF) Hangar Fire Suppression and Detection Maintenance and Testing Design Training Capability 1. This is a REQUEST FOR INFORMATION SYNOPSIS. This is not a Request for Proposal (RFP), a Request for Quotation, an Invitation for Bid, or a solicitation, and is not to be constructed in any way as a commitment by the Government. This is a request for information to obtain insight on the nature of the industry. Responses to this RFI will assist in the development and structure of the PKD acquisition strategy prior to issuing any RFP. The Government will not pay respondents for information provided in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Respondents are also advised that submitting a capability package implies express permission for the Government to use the data, pictures, and other information contained in the submittals for Government purposes. The Government highly encourages all interested parties to provide a complete and thorough response to this RFI, however not responding will not preclude participation should a solicitation be released. All information received in response to this RFI marked as "proprietary" will be handled accordingly. Information provided as a response to the RFI will not be returned. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. It is not the intent of the Government to enter into a contract based on this notice, or to otherwise pay for information that is submitted. If the Government decides to contract for this effort, it will issue a RFP at a later date. 2. The Air Force is seeking professional services for on site hangar fire protection design training with full utilization of hands on equipment display (aircraft fuel fire suppression, detection, fire pump, fire hydrant, hi-ex foam equipment, aqueous film forming foam (AFFF) equipment, foam monitor nozzle equipment, gage calibration, and foam concentrate testing) transported to worldwide locations. You will be evaluated based on the following: a. Specialized experience and technical competence in the type of work required. b. Past performance with Government agencies and private industry in regards to cost control, quality of work, and compliance with performance schedules. c. Capacity to accomplish the work in the required time. 3. Please provide the following: a. Identify Senior FPE with minimum 15 years of hangar fire suppression experience, detection training experience, and has relevant fire protection engineering experience.. Staff familiar with AF hangar criteria and design review;. Commercial codes and standards (UBC, IBC, NFPA, ASME, ASTM, ANSI, AWWA);. Department of Defense codes and standards (UFCs, FCs, UFGSs, and FGSs);. AF codes and standards (AFIs, AFMs, and ETL,);. Staff familiar with BIM application(s), software(s), AF standard hangar fire suppression system design drawings, discipline coordinated interference checks and mitigation methods. Training and integration of the best maintenance design practices and best value construction techniques to incorporate the most current DoD and NFPA criteria; b.Identify staff with 15 plus years of fire suppression and detection design and training experience delivering on site professional fire protection training with full utilization of hands on equipment display for shut down, maintenance, testing, and start-up (aircraft fuel fire suppression, detection, fire pump, fire hydrant, hi-ex foam equipment, aqueous film forming foam (AFFF) equipment, foam monitor nozzle equipment, gage calibration, and foam concentrate testing).. Staff with recent onsite training experience in the testing of systems to protect aircraft hangar aircraft servicing areas.. Staff with recent onsite training experience with aircraft hangar fire design and construction, foam-water AFFF systems, high expansion foam systems, low expansion foam systems, life safety features in industrial facilities, complex fire system controls, releasing, activation, and notification systems, facility emergency and mass notification systems, non-potable water storage, distribution, and pumping systems,. Staff familiar with Air Force (AF) hangar criteria and design review;. Commercial codes and standards (UBC, IBC, NFPA, ASME, ASTM, ANSI, AWWA);. Department of Defense codes and standards (UFCs, FCs, UFGSs, and FGSs);. AF codes and standards (AFIs, AFMs, and ETL,);. Providing onsite transportable equipment and hands on training (Shut down, maintenance, testing, and start-up)with foam based and water based fire suppression systems, wet pipe systems, dry pipe systems, pumping systems, controls, and detection systems. c. Summarize experience providing on site training with both fire suppression and detection systems. Including the necessary transportable equipment to support hands on training with aircraft fuel fire suppression, detection, fire pump, fire hydrant, hi-ex foam equipment, AFFF foam equipment, foam monitor nozzle equipment, gage calibration, foam concentrate testing, and water based systems. Training for engineers for oversight of the suppression maintenance program from programing/design through construction, enforcing existing policies and criteria requirements, AF fire suppression system standard design drawings, BIM, standardized maintenance procedures, and other system process type improvements. 1) Provide an overview of how you assign manpower to accomplish training work. For example, do you have regional teams that execute the work, a central team that provides support regardless of location, or do you work with subcontractors to perform any or all of the tasks? 2) Provide an overview of how you typically execute training in terms of labor category mix for program/project management, field work, training, and scheduling. For example, do you have a junior, mid, or senior-level personnel on-site and to what extent do you use technicians, etc.? 3) Provide Independent 3rd party accredidation of training programs? d. Demonstrate sufficient fire protection staff to support a maximum duration 1-week onsite training for approximately 20 personnel at each CONUS and OCONUS installation in a 1095 day period. e. Provide a summary of any special capabilities your firm may have with regard to training, operation, and maintenance of fire suppression systems. 4. Contractors who can provide these services should submit in writing an affirmative response which includes as a minimum the following information: a. What is the name of your business? b. What is your business address? c. Provide a point of contact to include telephone number and email address. d. Based on your professional experience in the private sector, would you consider this requirement to coincide with work typically provided in the commercial market? e. Provide an additional NAICS code with justification that you would recommend as being more applicable. f. Specify your business type (large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman-owned small business veteran-owned small business, service-disabled veteran-owned small business) based upon NAICS 541618 (Other Management Consulting Services). Specify all that apply. g. Would your firm propose on this project as a prime contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture? If you have proposed a joint venture, identify to the extent possible, your team members. Identify the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements and 8(a) Program regulations described in 13 CFR 124.513 h. Identify any projects completed in the past three (3) years for the same or similar items to help determine your firm's capability in meeting the requirement for the items listed in the attached spreadsheet. Include any government contracts (Federal, State, or local) that you have been awarded for this type of requirement. Also, include the contract number and a government point of contact. i. Is this service available on a GSA Schedule? If so, please provide the GSA Schedule number and special item number. If GSA is in the process of awarding a schedule for this service please provide the GSA point of contact name and phone number. j. Specify if you can perform some or all of the locations listed. Specify if you can perform CONUS and/or OCONUS locations. 5. This process is not a down select, nor does this limit your ability to be considered for award of other task orders under this contract vehicle. The information provided is to be used to assist in the selection of firms to accomplish the AF hangar fire suppression and detection maintenance, and testing training in accordance with the basic contract ordering procedures. This is an RFI only and NO debriefs will be provided or other information as we do not have actual projects to date. 6.
