- RFQ WE-133F-16-RQ-2688 Marine Mammal Veterinarian Contract for West Coast Marine Mammal Stranding Network The NOAA NMFS WCR Protected Resources Division (PRD) is seeking to contract with a local organization to oversee board certified veterinarians (who have been trained by NOAA Fisheries) in Washington State to conduct health assessments and euthanasia on a case by case basis for the West Coast Marine Mammal Stranding Network. This contract will be a fixed price contract for providing veterinary expertise when marine mammal strandings occur. This contract will focus primarily on Pinniped (seals and sea lion) strandings but may include Odontocetes (in this instance, small dolphins and porpoises). The Marine Mammal Health and Stranding Response Program was formalized by the 1992 Amendments to the Marine Mammal Protection Act and has the following components; stranding networks, responses and investigations of mortality events, biomonitoring, tissue and serum banking, and analytical quality assurance. The objective of this work is to provide the local Stranding Coordinators who hold Stranding Agreements with NOAA Fisheries to make more informed decisions on the most humane care and options for the stranded animal involved. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 2. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are acceptable and can be sent to raynier.camerino@noaa.gov. 3. At a minimum the contractor shall provide the following information: a) Point of contact name, telephone and E-mail address. b) DUNS Number 4. Provide all evaluation criteria in accordance with 52.212-2. 5. Complete and provide Representation by Corporations Regarding Tax Liability or a Felony Conviction under any Federal Law in accordance with 52.209-11 in this package.
