- NAVSUP Fleet Logistics Center (FLC), Norfolk Contracting Department, Philadelphia Office intends to acquire Scientific Analysts services, on a full and open competitive basis. This procurement action will acquire qualified scientific analysts support for the Very Long Baseline Interferometry (VLBI) DiFX correlator at US Naval Observatory (USNO) Washington, DC. USNO is seeking Scientific Analysts with knowledge and skills to learn VLBI correlation and how to operate and maintain a DiFX correlator. This process will involve training, both formal and informal with people working in geodetic VLBI, both at USNO and elsewhere, travel to other VLBI facilities for meetings and training, and acting as system administrators for several Linux systems. The scientists must be able to obtain and maintain a SECRET Government clearance. Responsibilities will include: providing support to the USNO VLBI Division and the DiFX software correlator; gather and organize information and data from VLBI stations, configure the correlator control files and correlate data; preform analysis on the correlator output, correcting through control files and fringing potential problems at the various stations; export the data for public use; act as a backup system administrator on several servers where the output of the correlator in analyzed; travel as necessary to other VLBI facilities or meetings, workshops, and training. A firm fixed price (FFP) type contract, comprised of a 12 month base period of performance commencing 30 September 2016 and ending 29 September 2017 is anticipated to satisfy this requirement. In addition, one 12 month option period will be included as a means to provide anticipated services through 29 September 2018. This is a new procurement, there is no incumbent contractor. This acquisition will be processed under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit a proposal which shall be considered by NAVSUP FLC Norfolk Contracting Department, Philadelphia Office.
