- Statement of Work 1. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. 2. This notice is being issued as a Request for Quotations (RFQ) for the work specified in the attached Statement of Work. 3. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. 4. The provisions and clauses in the RFQ are those in effect through FAC 2005 - 89. 5. This procurement is a total small business set-aside. 6. The NAICS Code and the small business size standard for this procurement are 541129 ($20.5M) respectively. The offeror shall state in their offer their size status for this procurement. 7. All responsible sources may submit an offer which shall be considered by the agency. Offers should be submitted via email to Susan.B.Rambo@nasa.gov no later than 4:30 pm on 08/09/2016. 8. Instructions to Offerors -- Commercial Items (a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show -- (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; including price breakdown for each base year and option separately for each of the three SOW areas; (7) "Remit to" address, if different than mailing address; (8) Acknowledgment of Solicitation Amendments; (9) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (10) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (d) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. 9. The Government may consider a late quotation or modification to a quotation received after the date indicated for receipt of quotations but before the Government has made an offer, should such an action be in the best interests of the Government. 10. FAR 52.212-4 (MAY 2015), Contract Terms and Conditions-Commercial Items is applicable. 11. FAR 52.212-5 (MAR 2016), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.203-6, 52.204-10, 52.209-6, 52.219-6, 52.219-8, 52.219-13, 52.219-14, 52.219-28, 52.222-3, 52.222-17, 52.222-41, 52.222-42, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.222-50, 52.222-54, 52.223-18, 52.225-1, 52.225-3, 52.225-13, 52.232-33 and52.222-43. 12. FAR Clause 52.204-7 System for Award Management (Jul 2013) is incorporated by reference. 13. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html 14. All contractual and technical questions must be submitted via email to Susan.B.Rambo@nasa.gov not later than 07/29/2016. Telephone questions will not be accepted. 16. Evaluation: Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit and price. It is critical that offerors provide adequate detail to allow evaluation of their offer. The government intends to award to the lowest priced technically acceptable offer. 17. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. 18. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). 19. Costs of quote preparation. The RFQ is not an order. This is a request for information, and quotations furnished are not offers. This RFQ does not commit the Government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. 20. Taxes. Quoted prices should include applicable Federal, State and local taxes.
