- Section M Section L Attachments Section L Section J Attachments Final RFP HQ0147-16-R-0016 Approved for Public Release 16-MDA-8760 (18 July 16) The Missile Defense Agency hereby releases the Final Request for Proposal (RFP), solicitation number HQ0147-16-R-0016, for the Agency's International Engineering contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. This contract will provide a knowledgeable, well-trained engineering services workforce that leverages agency capabilities to consistently provide high performing and efficiency-oriented International Engineering services to the Missile Defense Agency (MDA). This acquisition is a Small Business set aside in accordance with FAR 52.219-6. The North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) and the Small Business Size Standard is 1250 employees. It is anticipated that award will result in a single Cost-Plus-Fixed-Fee (CPFF) contract for a base period of three years and two, one-year options. Award will be made based on the Best Value to the Government. All responsible offerors may submit an offer. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps Website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals are due August 23, 2016 @ 2:00 PM CST.
