SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) Portsmouth Paducah Project Office (PPPO) Technical Services “ Acquisition Planning THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. No solicitation is available. This Sources Sought/RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry, and is issued for the purpose of conducting market research. The U.S. Department of Energy (DOE) Office of Environmental Management (EM) is currently in the acquisition planning phase for the Portsmouth Paducah Project Office (PPPO) Technical Support Services requirement. PPPO requires a Contractor(s) to provide a full range of services to assist DOE with the oversight and management of the clean-up activities at the Portsmouth Gaseous Diffusion Plant (GDP)/site in Pike County, OH; the Paducah Gaseous Diffusion Plant/site in Paducah, KY; the Depleted Uranium Hexafluoride Conversion Project (DUF6) in Pike County, OH and Paducah, KY; and to provide various technical engineering functions, information technology infrastructure support, safeguards and security oversight, and general administrative support at the Portsmouth Paducah Project Office, in Lexington, KY. Services include, but are not limited to: GDP Transition Support; Project Controls & Baseline Support; Quality Assurance; Regulatory Compliance; Risk Management & Analysis; Environmental, Safety, Health & Quality; Safeguards and Security; Waste Management & Transportation; Project/Program Management Support; Decontamination and Decommissioning (D&D) Oversight and Infrastructure Support; Surveillance & Maintenance; Technical & Administrative Support; Public Affairs and Community Relations; Records Management Services; Infrastructure Support & Field Services; Information Technology Infrastructure Support; Planning & Integration; Investment Recovery; Nuclear Material Disposition and Safety; Environmental Restoration; and Closeout. Technical Assistance Services are currently performed at PPPO under three separate contracts, which are all due to expire in Calendar Year 2018. The purpose of this Sources Sought/RFI is to solicit input via capability statements from interested parties with the specialized capabilities necessary to perform all or part of the requirements defined within the attached draft Performance Work Statements (PWSs) for the continuation of services at PPPO. The anticipated number of contract(s), type of contract(s), period(s) of performance, amount of funding, and small business participation opportunities for the follow-on acquisitions are yet to be determined. Although there are currently three separate requirements documents, the Government is specifically looking for input into the best way to package these requirements and reserves the right to make any number of contract awards for the follow-on, or no award, if it is in the Government's best interest to do so. Within these capability statements, DOE is seeking feedback from contractors and other interested parties regarding the requirements outlined within the attached PWSs, as well as insight into potential contracting alternatives (e.g., possible consolidation into less than the 3 current contracts). This market research will assist DOE with identifying interested and capable sources and developing its acquisition strategy. Key market research goals include identifying and minimizing barriers to competition, evaluating small business capabilities, identifying risks, identifying potential requirements and contract alternatives, and identifying appropriate terms and conditions. DOE is also seeking to determine whether or not the full requirement can be set-aside for small businesses, 8(a) small businesses, small disadvantaged businesses, economically disadvantaged women-owned small businesses, women-owned small businesses, HUBZone small businesses, veteran-owned small businesses, or service-disabled veteran-owned small businesses. Small businesses believing that they have the capability to perform all or part of the requirements defined in the draft PWSs are welcome to demonstrate their capabilities. The North American Industry Classification System (NAICS) code for this requirement is anticipated to be 562910, Environmental Remediation Services, and the small business size standard is 750 employees. The DOE EMCBC has created a procurement website where additional information pertaining to this procurement will be populated: https://www.emcbc.doe.gov/SEB/pppo_technical_services/. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT. All interested parties are hereby invited to submit a capability statement of no more than 10 pages, and no smaller than Times New Roman 12 point font. Also, electronic file submissions must be less than 20 Megabytes. The Government will review each capability statement based on the interested party's demonstrated qualifications, capabilities, expertise, experience and past performance in each of the areas included in the Draft PWSs. More specifically, capability statements should include the following information as appropriate and as applicable: 1.)Describe your ability and experience performing the same or similar requirements identified in the Draft PWSs. Identify 3-5 DOE, other Government, or other commercial experience relevant to this sources sought (include contract number, role in the effort (i.e., prime contractor or subcontractor), date, scope, duration, client, and contracting agency contact). 2.)Discuss your company and/or teaming arrangement's experience in managing and integrating the PWS requirements under a single contact. Also describe your experience in managing and integrating the work of subcontractors who would perform specialty functions. 3.)Describe your experience in a complex regulatory environment in respect to problem-solving and working with various stakeholders, Citizens Advisory Boards, and regulatory agencies at the state and federal level. 4.)Discuss your experience and capability in preparing and implementing environmental, safety, health, quality assurance, and security plans and programs in compliance with environmental and regulatory guidelines, as required per the draft PWSs. 5.)Discuss the roles and responsibilities of your company and any teaming partners specific to the draft PWS. Describe your approach to ensuring that at least 50% of the personnel cost to perform the services described in the PWS are incurred by your firm's employees. In accordance with Federal Acquisition Regulation 52.219-14 (b)(2), Limitations on Subcontracting, at least 50% of the cost of the contract incurred for personnel shall be expended for employees of the concern when any portion of the requirement is to be set aside for small business. 6.)This work will be performed at 3 different locations (Portsmouth site, Paducah site, and PPPO), which include many facilities under the PPPO purview, and will require significant interfaces with multiple DOE contractors. Discuss your experience regarding such interfaces. 7.)DOE anticipates that portions (if not all) of the draft PWS requirements will be fixed price. Please provide input on which portions of the scope could be fixed price and identify the information required from DOE to support development of a fixed price proposal. In addition, identify potential risks associated with a hybrid type contract including fixed price and other contract type (e.g., time-and materials) activities, and identify how your organization would minimize any risks to ensure successful performance. 8.)Provide input and rational for conducting the follow-on procurement(s) for PPPO Technical Services in accordance with the Brooks Architect-Engineer Act. 9.)Discuss any issues the Contracting Officer should consider when developing the solicitation for this requirement (e.g., NAICS Code designation, contract clauses, small business consideration, proposal evaluation factors, etc.). Interested parties are requested to provide name of firm, point of contact, phone number, email, address of firm, CAGE Code and/or a DUNS Number(s) used over the past 5 years. Small business teams or joint ventures shall identify the socio-economic status of each member against the above noted NAICS code and shall provide a description of the work that each member would perform under the contract structure (e.g., contract type; number of contracts) the entity believes is most advantageous to the Government. DOE reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE determines is appropriate including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any business confidential and/or proprietary information in its response. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. DOE will review said information and safeguard it appropriately. The Government will not pay for any information that is provided in response to this announcement nor will it compensate any respondents for the development of such information.
