- ROM RFI The JPD-BDS team is exploring options to award a multiple year, multiple option contract to one prime contractor to perform the following work. Potential respondents shall describe how they would propose to successfully perform each of the following: a. Transition and maintain Government owned technical data for five (5) LRUs and the JTR application software for the purpose of obsolescence management, production, logistics support and test execution and support. The technical data packages (TDP) may be provided upon request and will contain a combination of mechanical drawings, interface control documents and performance specifications. RFI respondents will be required to verify they meet Department of Defense requirements to receive and safeguard export controlled data. b. Transition, update and maintain software operating the JTR, RAAD and the interface between the two (2). c. Assess the obsolescence status of all JTR components and provide a two (2), five (5) and 10 year outlook on current TDP. Each JTR LRU, BSE and ECS, both new and legacy shall be supportable to at least 2030. d. Build and deliver engineering test hardware i. The contractor shall build five (5) JTR upgrade kits, to include the RAAD, within 270 days of contract award. These kits will be integrated into Government Furnished Equipment (GFE) BSE's and used in contractor conducted Developmental Testing (DT) and Government conducted Live Agent Testing (LAT). ii. The contractor shall build two (2) complete JTR systems within 360 days of contract award. These systems will be used in contractor conducted development testing (DT), Government conducted Operational Assessments (OA) and LAT. The Government will provide two BSEs as GFE. e. Production of 135 JTR upgrade kits plus spare and repair parts f. Production of 50 new JTR systems plus spare and repair parts. The Government plans on providing 50 BSEs as GFE for this production effort. g. Refurbishment of legacy JBPDS LRUs h. Design upgrades to the JTR LRUs to combat obsolescence JPD-BDS does not have unlimited technical data rights to the JTR system and all data that will be provided is in contractor format. a. The Government has unlimited technical data rights to the JTR upgrade kit to include the RAAD, the upgraded Collector vacuum switch, and the CCS b. The Government does not have technical data rights to either the BSE or the ECS. c. The Power Pack is a commercial item previously supplied by DRS Pivotal Power Inc. (Vendor Item Number 426-01-C). d. The Government has Government Purpose Rights to the legacy JBPDS LRUs including, the Identifier, the FTS, and the Collector
