(SMALL BUSINESS CONCERNS ONLY) - THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND ACQUISITION PLANNING PURPOSES - This is not a request for quote or proposal. This notice does not constitute a commitment by the Government to issue an RFP, RFQ, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement. This Sources Sought Notice is being issued by the General Services Administration for Program Management Services. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This Notice seeks information to assist the Government in locating potential sources with the ability to satisfy its requirement. The anticipated period of performance for this non-severable service contract would consist of a base of five (5) full years from the date of contract award, and five (5) additional one full year options, to be exercised at the discretion of the GSA, for a potential total contract duration of ten (10) full years from the contract award. The Estimated cost range is betwee n $15 - $20 million. Small businesses including business in all socio-economic categories that are certified and qualified under the North American Industry Classification System (NAICS) Code: 541611: Administrative Management and General Management Consulting Services with a size standard of $15,000,000 are encouraged to respond. All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. SCOPE: The proposed project involves staffing of a Program Management Office (PMO) for a complex multi-billion dollar real estate development program. The program management office will focus on the successful delivery and outcome of the multi-billion dollar complex real estate development program and programmatic oversight on all phases of the project's life cycle. The program includes several key components: a) real property transactions, b) acquisition of design and construction services, c) site acquisition, d) regulatory compliance, e) federal funding, f) real estate space and change management, g) stakeholder and general public communications, and h) transportation and environmental management. The PMO will operate in a cross-collaboration, integrated approach to identify risks that may have impacts on other components of the project. The PMO will serve to avoid disjointed decision-making and work to develop solutions that minimize impacts to other components of the project. This approach positions GSA to perform at the highest levels possible. The contractor will be required to furnish the necessary personnel and materials for the performance of the work as described above. In addition, the contractor may furnish a subject matter expert to identify, establish, and implement protocols, process, and tools to meet the requirements and then furnish personnel to perform those protocols on a day-to-day basis. The contractor is encouraged to furnish personnel that can work across the different areas of the scope and function as an integrated team. Provide Response/Information to the following THREE CRITICAL ELEMENTS of this notice ( not to exceed 1 page ): 1. Indicate whether your company can perform all of the work described in the scope with specific regard to the required components. 2. Indicate the current active Facility Security Level for your company (TS, S, None) and provide CAGE code. 3. Indicate your company's experience and direct responsibility on a project/program of similar size, duration, complexity of scope, and price. NOTE: By submitting information in response to this Notice, submitters of such information impliedly consent to the release and dissemination of submitted information to any Government or non-Government entity to which GSA releases and disseminate for review. As such, to the extent that any information submitted in response to this Notice is marked as or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this Notice constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.
