- Surface Water Data Base Consolidation and Collection. This sources sought notice is for informational purposes only and shall not be considered a solicitation, obligation, or commitment by the Government. This notice is for market research. Introduction: The Data Section in the Oregon Water Science Center (ORWSC) has a large DataBase (DB) of Hydrologic Information that is served to the public. Errors and omissions in the DB require corrections to be made to meet USGS standards and policy. Additionally the current database is shifting from the Automated Data Processing System (ADAPS) to Aquarius, the cleanup of data before and after the migration is required as well as the update of the current Peak Flow File (PFF). The Peak Flow file stores and makes available peak flow information for each stream gaging station on the NWISweb. Data from the USGS PFF are used in the determination of flood-frequency estimates that aid in the design of water and transportation infrastructure, delineation of floodplain boundaries, and regulation of development and utilization of lands throughout the Nation. Over the past 40 years the ORWSC DB has accumulated errors and omissions that need to be corrected so that the public cannot access erroneous data. Additionally there is a significant amount of data that has not undergone appropriate quality assurance reviews. The erroneous data causes problems when retrieving large blocks of data for statistical analysis and when undergoing quality control audits. Scripts have been developed that can help identify some of the erroneous data and in some cases can correct the problem. The current database is shifting from ADAPS to Aquarius, the cleanup of data before and after the migration is required as well as the update of the current Peak Flow file. Definitions/Applicable Documents: Databases consists of those records stored in ADAPS, the Peak Flow File and Site File which are resourced by National Water Information System (NWIS) for public use. The purpose is to remove or correct erroneous data (manually or with scripts) and if needed correct the ADAPS/Aquarius processing methods that create the errant data in order to stop creating problem data. The primary objective is to provide a DB that meets the USGS Office of Surface Water (OSW) policies and ensure that the migration of data from the ADAPS DB to the Aquarius DB has been made, and post migration cleanup in Aquarius is complete. The DB contains daily and instantaneous values for over 900 sites covering a time span of over 100 years for some sites. A secondary but highly important task is the cleanup and quality assurance of the PFF database. The PFF database is a high-profile database that reflects and highlights the quality of USGS data collection programs; as such, the accuracy, characterization, and completeness of the data are critical. A significant portion of the records to be removed or corrected are stored in the USGS record storeroom (hard copies) where the past 100+ of gaging station records are stored and maintained. Therefore the potential contractor must utilize USGS office space. The purpose of this notice is to determine interest and capability of potential sources. The NAICS is 518210, Data Processing, with a size standard of $32.5 Million. Contractors must be currently registered in the System for Award Management (SAM) database. This is not a request for quotation or a solicitation for offers. Interested parties will submit an email detailing their capabilities and experience with these services. Sufficient information must be provided to demonstrate the ability to complete the services. This is not a request for quotation or an announcement of a solicitation.
