Description
Redacted J&A The US Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS), Office of Acquisition & Grants Management (OAGM), intends to issue a sole source Firm Fixed Price contract to DUN & BRADSTREET, INC., 11710 Plaza America Drive, Suite 900, Reston, VA 20190, to assist OAGM with Dun & Bradstreet's (D&B) web portal services (i) Global Reference Solutions (GRS) and (ii) DNBi. OAGM is currently using the GRS tool with four seats as well as the DNBi tool, an interactive web-based subscription service and wishes to renew the use of these tools. GRS provides OAGM users real-time access to D&B's extensive corporate linkage and executive name information, globally. This information is needed for conflict of interest (COI) analysis of multiple corporate and executive relationships in an increasingly consolidated Medicare contractor market. OAGM can search GRS using the primary name, trade style, principal name and the DUNS Number. Reports generated from the GRS tool indicate corporate family trees, each component of which can be further refined to specific locations, annual sales, number of employees, NAIC and SIC codes, and the executives responsible for that component. GRS further permits additional searches using any of the resulting terms, names or codes. The DNBi tool permits the OAGM user a similar search, also using corporate name, DUNS and EIN, for financial information including business risk, credit scoring, pending litigation or administrative actions, and other public notices (e.g., bankruptcy filings, change of executives, significant corporate activity). This information is needed by OAGM to make responsibility determinations prior to awarding contracts and during performance. In addition, unlike GRS, DNBi can be configured to alert OAGM, via an e-mail notice, of certain user defined corporate activities that may be of concern to the agency. DNBi permits OAGM to select its own portfolio of companies (i.e., the universe of prime and subcontractors under contract with CMS) for this service. The DNBi tool permits a very large initial portfolio of companies allowing CMS considerable "head room" for growth. This enhancement allows OAGM to become immediately aware of potential corporate changes that could impact the contractor's performance under a current contract, and/or affect a contractor's eligibility on future CMS requirements. Therefore, by other than full and open competition in accordance with 41 USC 253(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6-301(a) ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS for COI detection and analysis. In addition, as authorized by 41 USC 253(c)(1) as implemented by FAR 6-301(c), A BRAND NAME PRODUCT OR SERVICE, PECULIAR TO ONE MANUFACTURE, Dun & Bradstreet's the DNBi tool, satisfies the Agency's needs for enhanced corporate financial information and notification services to allow more accurate responsibility determinations. This is not a request for a proposal. A solicitation will not be issued and proposals will not be requested. A redacted copy of the justification prepared for this procurement is included with this notice pursuant to the requirements of FAR 5.102(a)(6). Based upon the aforementioned facts and statutory authority at FAR 6-302-1, the Government intends to award a single, non-competitive firm fixed price Federal Supply Schedule contract (the GRS tool) with an open market brand name component (the DNBi tool) to Dun & Bradstreet, Inc.
