- Solicitation Attachment B Wage Rates Performance Work Statement The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Plant Materials Center (PMC) in Bismarck, ND has a requirement to remove, replace multiple building lighting fixtures as expressed in the attached Performance Work Statement. The Contractor shall furnish all labor, materials, equipment, supervision to complete all services expressed on the PWS which include: purchase replacement lighting, removal of existing infrastructure, site preparation, installation of new replacement items and site cleanup. The Contractor's quote shall include all reasonable costs for permits, labor, personnel, project oversight, contract administration, travel, transportation, storage, disposal, shipping, freight, packaging, handling, tools, equipment, consumable materials, goods, administrative expenses and profit/fee. Services identified on the PWS shall be performed inside or on the interior and outside or on the exterior of PMC Government-owned buildings and on Government-owned land only. Contractor will be responsible for attaining all applicable permits and all work must be done in accordance with all applicable state building codes and inspections.
