Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the Memphis Combined Heat and Power (CHP) Plant project at the Memphis, TN VA Medical Center (VAMC). This is a Design-Bid-Build project. PROJECT DESCRIPTION: This Combined Heat and Power Plant project for the Veteran's Administration Medical Center in Memphis, Tennessee is for an 800 kW natural gas fired reciprocating generator with a supplementary fired exhaust gas heat recovery 100 psi steam boiler with an engine jacket water heat recovery by way of liquid heat exchangers to supply the boiler plant pre-heat, heating hot water and domestic hot water. This CHP system will reside in its own building outside the medical center buildings. ADMINISTRATIVE: The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a competitive small business set aside. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about August 8, 2016. A site visit is tentatively planned for August 22, 2016 at the Memphis VA site. The period of performance is approximately 366 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The VAAR Magnitude of Construction is expected to be between $1,000,000.00 and $2,000,000.00. All questions must be submitted in writing to the issuing office via email to Donald.marsh2@va.gov.
